This is a developmental billet for the target NF3 HR Technician (Benefits). Work is reviewed on a routine basis and upon completion of tasks, to assess the employee’s performance and to progressively evaluate the ability for increased autonomy. At the entry level, the incumbent serves in the developmental capacity while performing duties under closer than normal supervision. To advance to the target grade level (NF3), the incumbent will be routinely evaluated and ultimately assessed on their ability to work independently in the performance of their duties as outlined herein. The incumbent will be required to successfully complete all training and regulatory requirements and ultimately recommended for approval by the Director HR for advancement to the target grade level (NF3) without competition.
INTRODUCTION: This position is located in the Human Resources Office, Marine Corps Community Services (MCCS), Camp S.D. Butler, Okinawa, Japan. The primary purpose of this position is to perform general administrative functions while also serving as the subject matter expert in all areas of employee benefits such as but not limited to, health insurance, benefit plans, life insurance, 401K, FSA, Employee Assistance Program (EAP), long term disability, NAF retirement, leave plans, workers’ compensation, rewards & recognition programs, Length of Service Program, Leave Donation Program, Family Medical Leave Act (FMLA), Family Friendly Leave Act (FFLA), the Health Insurance Portability and Accountability Act (HIPAA) and Casualty assistance/support. This position reports directly to the Benefits Supervisor.
DUTIES AND RESPONSIBILITIES:
Serves as a benefits administrator in a Nonappropriated Fund (NAF), Human Resource Office (HRO), Benefits Section. Performs and administers support duties for NAF Personnel. Work requires proficiency and knowledge of the functional area(s) served.
Perform complex administrative duties while serving as the subject matter expert in the areas of health insurance, benefit plans, life insurance, 401k, FSA, Employee Assistance Program (EAP), long term disability, NAF retirement, leave plans and/or other benefit plans, workers’ compensation, annual anniversary audit, rewards & recognition programs, Length of Service Award Program, Leave Donation Program, annual performance reviews, FMLA, FFLA, Casualty Assistance Call and HIPAA. Involves frequent contact with employees, Marine Corps Headquarters, local hospitals, US Naval Hospital and various Third-Party Administrators (TPA).
Maintains benefit files in accordance with applicable regulations and serves as the company’s privacy officer in compliance with HIPAA. Maintains and tracks continuous and intermittent FMLA requests and non FMLA medical leave. Independently prepares recurring reports and prepares special reports as directed, abstracting information from files, PeopleSoft, and relevant data bases as appropriate. Conducts monthly benefit audits to include reconciliation and benefit eligibility. Maintains suspense registers and follows up on overdue actions, keeping supervisor informed on status. Ensures an adequate supply of forms, publications, and other office supplies, including those specifics to Benefits.

BASIC REQUIREMENTS:
NF2 Entry Level:
- Must be at least 18 years old.
- Two years of college education from an accredited college or vocational school in the fields related to the duties to be performed OR one year of experience performing administrative work with an emphasis on customer service which demonstrates the candidate’s ability to perform the duties as listed within the position description.
- The target level for this billet is NF3. Employees may be promoted (without competition) if they meet the following requirements:
- Has demonstrated the ability to successfully perform all functions of this Position Description without direct supervision and demonstrates exceptional knowledge in the administrative management of the HR Benefits program and has applied this knowledge in various work operations. **and/or**
- Has successfully met the 12-month probationary period **and**
- Has received an Exceeds Expectation or Outstanding rating on their annual performance appraisal.
NF3 target level: Applicants may be considered at the NF3 level if they meet the below requirements.
- A four (4) year degree from an accredited college or university in fields related to duties of the position being filled OR a minimum of two (2) years of experience demonstrating exceptional knowledge in the administrative management of the HR Benefits program and has applied this knowledge in various work operations.
- Ability to travel off-island for training and conferences, if necessary.
QUALIFICATION REQUIREMENTS:
- Ability to build strong workplace relationships within a diverse workforce while providing world class customer service.
- Ability to critically think and diffuse problematic issues related to claim resolutions, workplace injuries, and benefit entitlements.
- Ability to interpret and implement directives, policies, rules, federal regulations as they relate to benefit administration to include government funded travel.
- Ability to communicate effectively and professionally in person and in writing.
- Must be able to effectively deliver information to large audiences and keep the workforce abreast through written communications of benefit updates and changes to policies and directives.
- Demonstrated ability to work in a fast-paced environment with the ability to manage multiple tasks and changing requirements with excellent customer service and interpersonal skills.
- Knowledge of applying tact and diplomacy when dealing with sensitive issues while exercising confidentiality and privacy.
- Ability to organize in a logical fashion.
- Possess strong computer skills in operating computer programs and applications such as Microsoft 365 (or other similar programs). Must be able to type a minimum of 45 wpm.

- The time period for MSP eligibility begins 30 days before the military sponsor¿s reporting date to the new duty station, if accompanied, or at any time thereafter during the tour.
