Duties

The United States Space Force (USSF) at the Pentagon, Washington DC is searching for a HR Data & Analytics Officer to support S1A (NH-2210-04, GS-14/15 Equivalent).

Description:
We are seeking a highly skilled and experienced data and analytics professional to join our team at the United States Space Force S1A. The HR Data and Analytics Officer for the Space Force S1 is a leader with primary accountability for the organization's HR data and analytics assets to drive value for USSF stakeholders. The ideal candidate will possess expert knowledge of how to develop, socialize, and implement data and analytics strategies and have experience with and knowledge of analyzing HR data, preferably DoD HR Data (both military and civilian). As the HR Data and Analytics Officer for the USSF S1, you will have the opportunity to shape strategy to derive value from the HR data assets of the Space Force.

Ideal Candidate:
A bachelor's or master's degree in business administration; science technology, engineering and mathematics (STEM); computer science; data science; information systems or related field; or equivalent work experience. Academic qualification or professional training and experience in legal and regulatory areas are also desirable. Years of experience , ideally in business management, legal, financial, or information management at or near the executive level. Five or more years of progressive leadership experience in leading cross-functional teams and enterprise wide data and analytics programs, operating and influencing effectively across the organization and within complex contexts. Experience integrating complex, cross-organization processes and information strategies, and/or designing strategic metrics and scorecards. Excellent communication and collaboration skills, with the ability to work effectively with diverse stakeholders. Strong analytical and problem-solving abilities. Relevant certifications are a plus.


Key Skills and Abilities:
1. Mastery knowledge of the full range of strategic D&A capabilities to include D&A strategy, data science and AI, information/data architectures, D&A governance, and data-driven culture change.
2. Mastery knowledge in data management concepts, techniques and interrelationships among multiple IT specialties.
3. Knowledge of risk management processes.
4. Mastery of communications skills, both oral and written, to communicate technical information (e.g. business use cases/outcomes, data sources and management concepts, analytical approaches/options) to stakeholders (senior military, government, private sector) with varying levels of technical knowledge.
5. Ability to give briefings, chair meetings, lead task forces and prepare reports at the General Officer/SES level for the USSF and it's partners.
6. Ability to inspire and lead a culture of innovation.
7. Skill in providing technical leadership, managing projects and providing guidance to other IT technical specialists, government employees and contractors, engaged in planning and conducting studies and analyses, and developing recommendations affecting management and oversight of current and future Space enterprise IT systems and networks.

  • Must be able to obtain and maintain a Top-Secret security clearance.
  • Safeguards classified or sensitive budget-related information and/or files.
  • May be required to work overtime on an unscheduled or emergency basis.
  • Eligible for situational telework only, including Emergency and OPM prescribed “Unscheduled Telework”.
  • This position will close after 5 business days or 75 applications, whichever comes first.
  • Employee may be required to perform travel by military or commercial passenger aircraft in the performance of temporary duty assignments.
  • PCS / relocation funding is authorized.
  • Subject to Temporary Duty Assignment (TDY): Approximately 15 days per year.
  • This is a cybersecurity position; the employee will attain appropriate DoD approved cybersecurity baseline certificate(s) applicable for cybersecurity functions required for the DoD position held.
  • This position is designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program.

Qualifications

The 2210 series has an individual occupational requirement that must be met and can be viewed here. There is no Group Coverage Qualification Standard for this series.
