Duties
1. Provides technical assistance and guidance to employees, supervisors, and managers on identifying training needs, training opportunities, and sources of training. Collaborates with the senior HRD in training and development activities, if applicable. Processes training request forms and training documentation. Updates completed training in Automated Civilian/Military Personnel Systems. Provides guidance to supervisors on planning job-related career development activities. Familiar with self-development activities, eligibility requirements, and regulatory requirements. Provides guidance to supervisors in the completion of Individual Development Plans and training documentation. Aids supervisors on employee training program requirements. Provides information on available training, clarifies eligibility requirement, and application procedures. Manages the planning and facilitating commercial in-house training. Helps determine and prioritize training needs assessment. Collaborates with Senior HRD, if applicable, with publicizing local courses and resource training opportunities.
Conducts training surveys, analyzes the information obtained, and submits recommendations to the Senior HRD or supervisor. Conducts continuing analysis and evaluation of training program effectiveness. Uses various automated data from reports to evaluate funds usage and employee progression. Ensures employees and supervisors complete training evaluations. Analyzes training evaluations and makes recommendations on future schools and courses to meet training needs. Input training completion in Automated Civilian/Military Personnel Systems. Reviews travel documents, related to training, through automated systems. Creates purchase requisitions related to training expenses. Procures and maintains accountability of training materials. (25%)
2. Provides technical assistance and guidance to supervisors, leadership, and various staff members in the operation, maintenance, and capabilities of various Human Resource Information Systems (HRISs) such as automated personnel systems, automated records management systems, case management systems, personnel records applications, HR In-Processing via virtual platforms, and virtual personnel services. Assists a senior HRSIS in directing and monitoring operations and maintenance of HRISs. Within the HRISs, analyzes quality control queries, rejected data entries, and data reconciliations. Analyzes reports and daily products to determine trends, identify problem areas, and recommend modifications, additions, or deletions of products. Responsible for analysis of HRIS generated reports ensuring they conform to requirements and meet quality standards.
Provides advice on the use of data for compiling personnel and statistical reports and preparing personnel action documents. Applies a practical knowledge of human resources management rules, regulations, policies, and procedures that have impact on, or are related to, HRIS. Researches and analyzes problems while monitoring actions requested to ensure that problems encountered are fixed. Reviews data flow action to ensure that interfacing systems are updated initiating the re-flow process when necessary. Ensures HRO staff is informed and trained on system changes including patches, messages, and system advisory notices. Identifies system operational problems and works with local Information Technology (I.T.) and NGB to coordinate activity for timely resolution. Serves as the backup for monitoring and controlling HRISs access. Performs user account management services by identifying users to be added/deleted/modified.
3. Consults with other Human Resources Specialist to facilitate Full-Time manning reporting. Reviews manpower documentation (Full Time Support Management Control System (FTSMCS)/Voucher, Tables of Distribution and Allowance (TDA), Modified Tables of Organization and Equipment (MTOEs), Unit Manning Document (UMD)). Advise HRO and leadership on changes to organizational structure. Compiles necessary statistics to reflect current status, and accurate consumption of allocated requirements and resources that will meet programmed year-end strength and future projections and requirements. Assist SHRS/HRO with advising State ANG Headquarters, Wing Force Support Squadron (FSS), G1 Military Personnel, and G3 Plans, Operations, and Training, and higher level leadership on changes to full-time resources or requirements. Monitors full-time manpower studies and application to manning documents and advises on and coordinates full-time personnel actions associated with manpower changes. Monitors Manpower Resource funding documents provided by National Guard Bureau (NGB) and advises leadership as necessary on funding/resource changes across or on changes to organizational structure. SPECIALIZED EXPERIENCE: Must possess at least one year of specialized experience equivalent to at least the next lower grade (GS-07) level that provided knowledge and experience in human resources management principles, policies, regulations, and procedures. Specialized experience includes providing technical assistance and guidance on employee training and development requirements; processing and maintaining training documentation and evaluating training needs or program effectiveness; utilizing Human Resource Information Systems (HRIS) and automated personnel systems to maintain, analyze, reconcile, and report personnel data; and assisting with manpower and resource allocation activities, including reviewing organizational or manpower documents, compiling staffing statistics, monitoring full-time personnel requirements, and analyzing funding or resource changes affecting organizational structure.
Education
In lieu of specialized experience, the following education is required to qualify for position:
- master's or equivalent graduate degree or
- 2 full years of progressively higher level graduate education leading to such a degree
- or LL.B. or J.D., if related
