Duties
This position is located in the JFHQ-State Human Resources Office (HRO). This position performs work in the following HR specializations: HR Information Systems, Position Classification, servicing both Army (ARNG) and Air National Guard (ANG) full-time employees within the State, and serves as the State Level Expert/point of contact for these specializations, ensuring all program activities, policies, instructions, and goals are in compliance with legislation, publications, regulations, and guidance from Office of Personnel Management (OPM), Department of Defense (DoD), National Guard Bureau (NGB), Department of the Army (DA) and Air Force (DAF), and other governing agencies.
CLASSIFICATION: Manages the classification and position management program and subordinate programs, including Fair Labor Standards Act (FLSA), Environmental Differential Pay (EDP), Hazardous Duty Pay (HDP), Locality Wage Survey, draft classification standards, competitive level descriptions, and various NGB/DoD initiatives. Provides advice and assistance on automated personnel programs/systems, inputs and retrieves data from the automated personnel system, assures accuracy of organization and position data, and initiates corrective action when necessary. Coordinates program requirements with management and other personalists as necessary. Provides continuing position classification services to support organizations which are composed of positions performing work of a mental and judgmental nature such as that typical of professional, scientific, administrative, and technical fields. Exercises classification responsibilities to develop and evaluate/certify position responsibilities for all position actions including highly complex positions. Applies classification standards and supplemental guidance to determine title, series, and grade. Applies a thorough and comprehensive understanding of classification principles and concepts to interpret and adapt classification guides to secure sound decisions on positions for which the guides are only partially applicable and few precedents exist. Provides advice and assistance with classification appeal procedures and assures that appeal packages comply with NGB/DOD/OPM requirements. Provides full and responsible management advisory services to assigned organizations.
INFORMATION SYSTEMS: Serves as the state technical advisor for HR Information Systems (automated personnel systems, automated records management systems, case management systems, personnel records applications, HR In-Processing via virtual platforms, and virtual personnel services) with a thorough understanding of HRO functional areas and internal processes (e.g., Staffing, Benefits, etc.) and how those inter-relationships impact processing of personnel actions. Works to resolve complex issues that arise which impact multiple functional areas within the HRO. Plans, organizes, manages, and performs duties necessary to accomplish information systems management functions in support of HR programs essential to state Army/Air National Guard operations, training, and readiness missions. Applies an expert knowledge of HR management rules, regulations, policies, and procedures that have impact on or are related to HR systems and applications. Provides management advisory services to all levels of customers requiring knowledge of each HRO functional area. Researches, analyzes, recommends, and resolves a variety of complex issues relating to national HR information systems. Designs and develops reports using policies, procedures, regulations, and a wide variety of data within the automated HR personnel system to provide decision making information. Responsible for the accurate and timely processing of Request for Personnel Actions (SF-52), Notification of Personnel Action (SF-50) for areas within their HR Office delegation memorandum. Ensures completion of supporting forms, records, and documents. Verifies personnel actions are processed. Conducts internal audit of personnel actions processed to ensure compliance with regulatory and legal requirements. Responsible for the quality assurance, maintenance, and security of the Electronic Official Personnel Folders (eOPFs) ensuring content meets regulatory requirements and is in accordance with the Guide to Personnel Recordkeeping and is safeguarded under the Privacy Act of 1974. Manages access for all HR information systems including accountability, verification, and validation of resources. Performs user account management services by identifying user additions, modifications, deletions, group assignments, and system privileges. Coordinates with appropriate personnel on resolving firewall/server issues too difficult to resolve by the specialist. Resolves printer and client-server issues.

Qualifications
AREA OF CONSIDERATION: Open to current members of the Massachusetts Air National Guard.
SPECIALIZED EXPERIENCE: Must have1-year specialized experience equivalent to at least the next lower grade. Specialized experience is experience that prepared the applicant to perform the duties of the position. The applicant's educational-degree study program or military or civilian academic courses may substitute for some specialized experience. An applicant must demonstrate the specialized experience competencies (skills, knowledge, abilities and behaviors) to qualify for a position identified by its position grade and career level. Specialized experience factors encompass human resources program's business competencies, familiarity with the subject matter or processes used in human resources programs associated with DoD, U.S. Army, or U.S. Air Force
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of months/years.
