CONDITIONS OF EMPLOYMENT & NOTES:
- Must be able to obtain and maintain the appropriate clearance designated at the State through the use of the Position Designation Tool.
- Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission.
- May occasionally be required to work other than normal duty hours; over/comp time may be required.4. May require travel in military and/or commercial aircraft to perform temporary duty assignments.
- The work may require the incumbent to drive a motor vehicle; if so, and an appropriate valid driver's license is mandatory.
- This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. Head of Agency requests to exceed 14 days in a calendar year must be approved in advance by the National Guard, Director of Manpower and Personnel (NGB-J1).
- Federal employment suitability as determined by a background investigation.
- May be required to successfully complete a probationary period.
- Participation in direct deposit is mandatory.
- May be subject to furlough actions.
- Acceptance of a Federal position may terminate Tricare eligibility.
- Males born after 31 December 1959 must be registered for Selective Service.
Qualifications
GENERAL EXPERIENCE: To qualify an applicant for any GS-0201 position, apply and evaluate the applicant's competencies (knowledge, skills, abilities, and behaviors) that may include military and civilian experiences:
- Analyze problems to identify significant factors, gather pertinent data, and recognize solutions;
- Plan and organize work; and
- Communicate effectively orally and in writing.
SPECIALIZED EXPERIENCE: Must have at least one year of specialized experiences at the GS-11 level or the equivalent in personnel and manpower for Title 5 and Title 32 National Guard employees. Provided analytical and problem-solving abilities. Specialized knowledge of all applicable HR principles and practices related to federal civilian, military, and National Guard technician personnel programs. Work experience administering benefit and leave programs. Experienced in writing, designing, formatting, publishing, or presenting military and/or civilian briefings for senior leadership, conferences, workshops, or special committee reporting. Experience with HR management rules, regulations, policies, and procedures that have impact on or are related to HR systems and applications. Skilled and experienced in complex problem solving related to HR functions and personnel action interface with payroll. Ability to advise senior leaders or commanders, at all levels, or various technician support services. Knowledge, skills and ability to develop training guides, user instructions/manuals, and customer support documentation for HR systems that has been used by customers.
