THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.

This National Guard position is for a HR SPEC (EMPLOYEE BENEFITS) - TITLE 5, Position Description Number T5932000 and is part of the HI JFHQ AIR, National Guard.

Duties

SUMMARY OF DUTIES: The purpose of this position is to perform work of at least 25% in at least two but no more than four specialization areas for a total of 100%. Duties are performed to either Army (ARNG) or Air National Guard (ANG) organizations and the full-time workforce within the State.

  • Provides counseling to management, employees, annuitants, and family members of deceased employees by interpreting, applying, and explaining retirement and insurance laws, regulations, and policies on available retirement insurance benefits, death benefits, entitlements/options.
  • Assists in administering programs such as the Mass Transit, Reasonable Accommodations (RA), Telework, Uniformed Services Employment and Reemployment Act, military, or civilian deposits for CSRS/FERS, disability benefits, Light Duty Program, and Workers Compensation Program.
  • Provides technical advice on flexibilities and appropriate use of leave issues such as Sick Leave for Family Care and Bereavement, Disabled Veterans Leave, Advanced Leave, Compensatory Time, Leave Without Pay, Absence Without Leave, Presidential Leave, Court Leave, and Military Leave.
  • Provides technical assistance and guidance to employees, supervisors, and managers on identifying training needs, training opportunities, and sources of training.
  • Conducts training surveys, analyzes the information obtained, and submits recommendations to the Senior HRD or supervisor.
  • Performs other duties as assigned.

SPECIALIZED EXPERIENCE: 1-year specialized experience must be equivalent to at least the next lower grade. Specialized experience is experience that prepared the applicant to perform the duties of the position. The applicant's educational-degree study program or military or civilian academic courses may substitute for some specialized experience. An applicant must demonstrate the specialized experience competencies (skills, knowledge, abilities and behaviors) to qualify for a position identified by its position grade and career level. Specialized experience factors encompass human resources program's business competencies, familiarity with the subject matter or processes used in human resources programs associated with DoD, U.S. Army, or U.S. Air Force.

CONDITIONS OF EMPLOYMENT & NOTES:
1.Must be able to obtain and maintain the appropriate clearance designated at the State through the use of the Position Designation Tool.

2.Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission.

3.May occasionally be required to work other than normal duty hours; over/comp time may be required.

4.May require travel in military and/or commercial aircraft to perform temporary duty assignments.

5.The work may require the incumbent to drive a motor vehicle; if so, and an appropriate valid driver's license is mandatory.

6. This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG. NOTES TO CANDIDATES:
a. Authorization for payment of PCS expenses may be granted only after determination is made that payment is in the best interest of the Hawaii National Guard.

g. In addition prior to appointment, individuals will undergo a background check to validate suitability for employment with the federal government as permitted by law. Items checked include, education and fiscal accountability/responsibility. IAW 5 CFR 302.203, the following, among others, may be included as disqualifying reasons:
  • Dismissal from employment for delinquency or misconduct;
  • Criminal, infamous, dishonest, immoral, or notoriously disgraceful conduct;
  • Intentional false statement or deception or fraud in examination or appointment;
  • Habitual use of intoxicating beverages to excess;
  • Reasonable doubt as to the loyalty of the person involved to the Government of the United States;
  • Any legal or other disqualification which makes the individual unfit for service;
  • Lack of United States Citizenship.
i. Training/Certification requirements. All applicants for a position with designated developmental training requirements must be informed in advance that failure to complete the required certifications/course(s) will be cause for removal from the position. An example of required developmental training is proponent course(s) at the National Guard Professional Education Center.
