Summary

This National Guard position is for a HR SPEC (INFO SYS) (TITLE 5), Position Description Number T5030000 and is part of the HRO located in Draper, with the Utah National Guard.

Priority will be given to all current, onboard employees of the UTNG.

This is a Title 5 excepted position. This job announcement may be used to fill additional vacancies for additional positions vacated during the job bid process. Duties

Major Duties: This is not an all-inclusive list

As a HR SPEC (INFO SYS) (TITLE 5), GS-0201-9/11, you will:

  • Exercises technical responsibility for the management of the automated human resources (HR) information system and applies data systems skills and practical HR management expertise to effect smooth operation.
  • Provides technical advice and guidance to Human Resources Officer (HRO), functional chiefs, other HR Specialists, and clerical staff in operation and maintenance and on capabilities available in DCPDS to assist them in their day-to-day decisions and to help them obtain maximum utilization of the automated system.
  • Provides technical advice to HRO staff and serviced organization officials to ensure timely implementation of new subsystems and/or enhancements to existing systems.
  • Interprets system requirements and changes as they impact human resources administration policies and procedures and recommends appropriate action to functional chiefs.
  • Elicits support and cooperation of other HR specialists to implement system requirements and resolve conflicts pertaining to ownership of the data for building and maintaining accurate database files.
  • Provides advice on the use of data for compiling personnel and statistical reports and preparing personnel action documents.
  • Coordinates with HR specialists to determine the services needed in response to program changes within HRO and advise on ways to automate manual processes.
  • Directs, monitors, and controls operations and maintenance of the DCPDS system.
  • Monitors daily file maintenance through review of system-generated reports, error reports such as Pay Rejects, Pay500 outputs and Batch print files.
  • Oversees daily pickup and distribution of products.
  • Analyzes products to ensure they serve the purpose intended and needs of the problems.
  • Responsible for managing the database quality control program.
  • Works with office staff to identify and correct invalid data utilizing all means available.
  • Analyzes quality control queries, personnel/payroll data reconciliation, rejected actions and reports to determine trends, problem areas and recommends modifications.
  • Maintains working relationships and close coordination with servicing computer facility and program systems monitors of other interacting computerized systems to ensure timely and efficient operation of the system.
  • Determines relative priorities of the HRO and coordinates with servicing computer facility to ensure timely processing of HR requirements.
  • Maintains liaison within the office and other activities in determining relative priorities according to requirements, suspense's, sequential operations, program needs, or specific instructions.
  • Determines training requirements on all HR and payroll information systems and advises office staff as to the kind and frequency of training deemed appropriate.
  • Consults with representatives of serviced organizations and HRO staff to design, implement, and maintain HRO-unique subsystems.
  • Responsible for monitoring computer equipment to prevent lost or stolen items and promptly reports discrepancies.
  • Uses both the Customer Support Unit (CSU) product and the Regional Support Center product for employing immediate inquiry techniques. Writes complex computer queries involving calculated items, decode values, and format techniques.
  • Determines data relationships and joins to achieve desired results.
  • Provides guidance and assistance to HR management officials in developing self-help evaluation DCPDS products.
  • Participates in more formal management evaluation by designing and providing evaluators with pertinent management information.
  • Manages the system security management program including performance of access control management, accountability verification and validation of resources, system backup and recovery, virus detection and elimination.
  • Serves as the focal point for monitoring and controlling DCPS/DCPS data access for the HRO.
  • Performs user account management services by identifying users to be added/deleted/modified, group assignments and system privileges to ensure confidentiality.
  • Provides encryption services as necessary.
  • Identifies entry paths into the HRO and ensures appropriate electronic protections are provided to prevent unauthorized access.
  • Performs other duties as assigned.

  • Irregular and overtime hours may be required to support operational requirements or contingencies.
  • This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.
  • This position may be telework eligible after completion of probationary period based on the needs of the organization.
  • This position is not eligible to be in the union.

Qualifications

BASIC QUALIFICATION REQUIREMENTS:
  • Skilled in collecting and analyzing data effectively, efficiently, and accurately.
  • Ability to clearly enunciate English without impediment of speech that would interfere or prohibit efficient communication.
  • Ability to write English in reports and presentation formats.
  • Ability to communicate clearly and effectively.
  • Skilled in presenting formal training presentations and briefings.
  • Ability to assess body language and perceive emotional and/or distress levels.
  • Skilled in applying procedures and directives by reading and interpreting program material.
  • Experience with Microsoft Power BI and Sharepoint programming.
  • Proficient with Microsoft Access and Excel programming and reporting.
SPECIALIZED EXPERIENCE GS-9:
Must possess minimum 1-year specialized experience equivalent to GS-0201-7. *** Must submit SF-50 to support series claim ***

OR:
  • Knowledge of all the human resources functional areas and their data requirements pertaining to the automated personnel data system. Applies a basic knowledge of technician and AGR personnel procedures that impact on or are related to automated personnel data system operating procedures, capabilities and requirements.
  • Knowledge of HR methods, principles and practices, including processing knowledge of staffing, recruitment, benefits, position classification, etc., terminology, provisions and restrictions translate HR business practices into information system requirements, to train users on established practices, and uses of the system.
  • Application of technical skill, knowledge, and judgment in the use of the fundamental principles, concepts and techniques of human resources administration and knowledge of the occupational and organizational structure served.
  • Knowledge of documentation procedures, customary fact-finding approaches, or similar established techniques and requirements to maintain and enhance data needs to the service population, to provide HR reports.
  • Knowledge of a wide range of methods, principles, practices and terminology in all human resources functional areas to assist the primary Human Resource Specialist (Information Specialist) in maintaining data quality in the personnel data system(s) used in the state.
  • Knowledge required to train users on established practices, and uses of the database system(s) and design, retrieve and provide HR reports to serviced population.

SPECIALIZED EXPERIENCE GS-11:
Must possess minimum 1-year specialized experience equivalent to GS-0201-9. *** Must submit SF-50 to support series claim ***

OR:
  • Knowledge of a variety of HR management functions to coordinate actions relating to information systems changes and requirements.
  • Knowledge of, and skill in applying a wide range of HR concepts, practices, laws, regulations, policies, precedents, rules and procedures of National Guard full-time employees (dual status(DS)/non-dual (NDS) status, Active Guard Reserves, Active Duty Special Work (ADSW), etc.), as they relate to system processes/functions capabilities and the infrastructure supporting the HR information system, sufficient to provide advice and guidance to state level HR management.
  • Knowledge of the relationship between management needs and National Guard goals and objectives, to include the differences between the philosophies of the Army National Guard versus the Air National Guard.
  • Basic knowledge of common gateway interface (CGI), client-server environments, trace route, internet protocols addresses, port identification to help resolve printer, client- server issues.
  • Ability to communicate both orally and in writing sufficient to develop and present organizational and position analyses to management to gain acceptance and understanding of findings and recommendations.
  • Skill in conflict resolution and team building.

Education

A high school diploma or general education development (GED) diploma is required.
An undergraduate degree from an accredited college/university is desired.
A graduate degree from an accredited civilian academic college or from an equivalent professional military education school is optimum.
