Summary

THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.

This single vacancy is for a GS-0201-9/11 position, HR SPEC (INFORMATION SYSTEMS/MILITARY) (TITLE 5), Position Description Number T5858000 and is part of the NC ANG, National Guard (145 FSS / Position No. 00774315).

Duties

As a HUMAN RESOURCES SPECIALIST (INFORMATION SYSTEMS/MILITARY), GS-0201-09, you will provide broad management advisory services; analyze and resolve operational problems and ensure compliance with military human resources policies, regulations, objectives, and management procedures; manage and control the operation of Military Personnel Data Systems (PDS); prepare, coordinate, and implement local procedures for system operations; Develop and analyze management products to determine the adequacy and accuracy of the PDS database; assist in administering Military Personnel Data System training programs for the Military Personnel Flight (MPF), Force Support Squadron (FSS) and other users of the system; advise managers of methods to limit invalid data input and suggest enhancements to procedures based on a broad knowledge of the human resources career field; prepare comprehensive human resources management reports; analyze data and subsequent determinations regarding any number of personnel matters which may involve or affect ARTs, AGRs, Traditional Reservists, and/or their family members; advise supervisors or managers within unit when actions may affect productivity or mission effectiveness; develop, establish and maintain work function training programs.

As a HUMAN RESOURCES SPECIALIST (INFORMATION SYSTEMS/MILITARY), GS-0201-11, you will serve as the primary point of contact to ensure the effective operation of satellite human resources interface with United States Air Force (USAF) servers and related human resources computers both hardware and software; provide training on utilization of the different components of the Military Personnel Data System (MILPDS); serve as the system manager for case management tracking systems; manage, directs, and controls the operation of PDS to include the Military Personnel Data System (MilPDS), Virtual Personnel Center (vPC), Personnel Records Display Application (PRDA) Enterprise Output Manager (EOM) and others, and related systems interfaces; provide management advisory services to users on the technical aspects of PDS applications, the capabilities available within the systems to assist them in day-to-day operations and their impact on personnel programs; serve as a system account manager; provide PDS customers with technical assistance/training to current users of applicable systems; promote the use of PDS by providing instructions to functional area users on automated applications and systems such as, but not limited to Military Personnel Data System (MILPDS), Oracle Business Intelligence Enterprise Edition (OBIEE), Command Human Resources Information Systems (CHRIS), Virtual Military personnel Flight Suite of Applications (vMPF), Personnel Records Display Application (PRDA), Retrieval Access Website (RAW), and myFSS; provide military personnel advisory services to commanders and staff on all personnel systems programs; provide staff advisory guidance and technical assistance to commanders and management officials requiring or requesting access or utilization of information contained in the various PDS; advise supervisors or managers within unit when actions may affect productivity or mission effectiveness.

Qualifications

BASIC QUALIFICATION REQUIREMENTS
The following six basic qualification factors are applicable:
  • Skilled in collecting and analyzing contracting data effectively, efficiently, and accurately;
  • Ability to write English in reports and presentation formats;
  • Ability to communicate clearly and effectively;
  • Skilled in presenting formal training presentations and briefings; and,
  • Ability to assess body language and perceive emotional and/or distress levels; and,
  • Skilled in applying procedures and directives by reading and interpreting program material.

Minimum Requirements: Experience, education or training which involves the exercise of analytical ability, judgment, discretion, and personal responsibility, and application of a substantial body of knowledge of principles, concepts and practices applicable to one or more fields of administration or management. Experience using computer and automation systems.

SPECIALIZED EXPERIENCE (GS-09): Applicant must have at least one year of specialized experiences at the GS-07 level or the equivalent which provided a working knowledge of National Guard missions, organizations, and federal civilian or military personnel programs. Experience, education, or training involving the administering, delivering, maintaining, advising, and adapting basic concepts, principles, and theories of Human Resources to the unique organizational, management, and mission requirements.

SPECIALIZED EXPERIENCE (GS-11): Applicant must have at least one year specialized experiences at the GS-09 level or the equivalent which provided a working knowledge of National Guard missions, organizations, and federal civilian or military personnel programs. Experience, education, or training involving the administering, delivering, maintaining, advising, and adapting basic concepts, principles, and theories of Human Resources to the unique organizational, management, and mission requirements.
