Duties
As a HUMAN RESOURCES SPECIALIST (MILITARY/INFORMATION SYSTEMS), GS-0201-09, you will provide broad management advisory services; analyze and resolve operational problems and ensures compliance with military human resources policies, regulations, objectives, and management procedures; respond to inquiries from all base-level personnel system managers; provide direction and gives advice to section chiefs and representatives of serviced organizations on methods to approach to systems related discrepancies discovered through analysis; monitor corrective actions; interpret Department of Defense (DoD) directed or legislative policies affecting the Military Personnel Data System (MilPDS) and recommends enhancements; manage, and control the operation of PDS to include the MilPDS, Virtual Personnel Center (vPC), Personnel Records Display Application (PRDA) Enterprise Output Manager (EOM), and other related system interfaces; provide technical support to include system security, user account management, and user access; validate requests for recurring products and designs them to meet user expectations within system limitations; provide timely and accurate distribution of all PDS products; coordinate with The National Guard Bureau, Air National Guard State Headquarters and base functional areas on new data human resources programs and system procedures; analyze higher headquarters systems procedures and implements local systems procedures; assist in administering Military Personnel Data System training programs for the MPF and other users of the system; assist in performing formal and informal training on utilization of the Military Personnel Data System, and other related systems to all users; research, develop, review, and update training materials to include training outline, lesson plan, and charts; obtain and arrange classrooms, audiovisual equipment, and on-line computer training aids; advises managers of methods to limit invalid data input and suggest enhancements to procedures based on a broad knowledge of the human resources career field; prepare comprehensive human resources management reports; receive, evaluate, and process requests and when necessary, develops specialized products to meet unique analytical needs; develop, establish, and maintain work function training programs; plan and schedule tasks and training activities for traditional status guard members; prepare and provide formal and informal training to PDS users; provide military personnel advisory services to commanders and staff on all personnel systems programs; assist with on-the-job training (OJT) for personnel; develop lesson plans; perform other duties as assigned.
GS-0201-11, you will provide broad management advisory services; monitor the overall operations of the Military Personnel Data System; provide staff advisory guidance to the MPF, Units, Commanders and other base or Geographically Separated Unit (GSU) functional activities on solutions and feasible approaches to the utilization of the Military Personnel Data System in specific, and the human resources military program in general; coordinate with AF, Air Reserve Personnel Center, The National Guard Bureau, Air National Guard State Headquarters and base functional areas on new data human resources programs and system procedures; administer Military Personnel Data System training programs for the MPF and other users of the system; analyze and compare data between the military personnel data system and interfacing systems; advise managers of methods to limit invalid data input and suggest enhancements to procedures based on a broad knowledge of the human resources career field; direct, manage and control the operation and maintenance of the Personnel Concept III (PC III) system; provide system administration and perform system management; monitor and control the input/output for PCIII; serve as the DEPCON systems administrator; perform comprehensive print management and file-distribution for mixed platform networks: to include routing, print files, producing hard copies, electronic distribution, shared resource file distribution, archiving, and backups; serve as Automatic Data Processing Equipment custodian for PC III and local unit computer hardware; prepare comprehensive human resources management reports; develop, establish and maintain work function training programs.

Qualifications
Minimum Requirements: Experience, education or training which involves the exercise of analytical ability, judgment, discretion, and personal responsibility, and application of a substantial body of knowledge of principles, concepts and practices applicable to one or more fields of administration or management. Experience using computer and automation systems.
GS-11 Specialized Experience: (Must have at least 24 months of specialized experience) providing a working knowledge of National Guard Missions, Organizations, and federal civilian or military personnel program, 2) in executing personnel programs and Human Resources Information Systems, 3) involving the administering, delivering, maintaining, advising, and adapting advanced concepts, principles, and theories of Human Resources to the unique organizational, management, and mission requirements, 4) assisting in the development of Human Resources policies and procedures, and 5) advising management on Human Resources principles and practices.
