Duties

As a HR SPECIALIST, (INFORMATION SYSTEMS), you will direct and monitor operation and maintenance of the local personnel system. Analyzes quality control queries, Personnel/Payroll data reconciliations, and rejected data entries from reports. Provide training to familiarize HRO staff, HRO remotes, and supervisors with the HRIS. Advises applicable personnel of any updates for coding, system transactions, and maintaining system security. Provide advice on the use of data for compiling personnel and statistical reports and preparing personnel action documents. Apply a practical knowledge of human resources management rules, regulations, policies, and procedures that have impact on, or are related to, HRIS. Monitor and control HRIS access. Perform user account management services by identifying users to be added/deleted/modified. Perform other duties as assigned.

  • Participation in direct deposit is mandatory.
  • Applicant must complete a Baseline Pre-Placement Screening for General Schedule positions within 30 days of appointment.
  • Acceptance of a Federal position may terminate Tricare Reserve Select eligibility.
  • For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment.
  • For Dual-Status Technician positions service affiliation under Title 32 USC 709 is required.
  • For positions requiring the operation of motor vehicles, candidates must have a valid state driver’s license for the state in which they live or are principally employed
  • May occasionally be required to work other than normal duty hours; over/comp time may be required.

Qualifications

Military Grades: E-4 through E-6

GENERAL EXPERIENCE: Must have experience in administrative positions that manage, supervise, administer, advise on, or deliver human resources management products or services.

SPECIALIZED EXPERIENCE: Must have 36 months or 1-year equivalent to at least the next lower grade, specialized experience in technical assistance and guidance to supervisors, leadership, and various staff members in the operation, maintenance, and capabilities of various Human Resource Information Systems (HRISs) specifically DCPDS, automated personnel systems, automated records management systems, case management systems, personnel records applications, HR In-Processing via virtual platforms, and virtual personnel services; leads periodic formal training designed to inform users of current and future changes; compiles personnel and statistical reports and advises staff in the proper documentation for personnel actions; Performs user account management services by identifying users to be added/deleted/modified.

Data within the systems must conform to standardization set by the Office of Personnel Management (OPM), Department of Defense (DoD), Department of the Army (DA), Department of the Air Force (DAF), National Guard Bureau (NGB), and other governing legislation or agencies. Duties are performed to both Army (ARNG) and Air National Guard (ANG) organizations and the full-time workforce within the State. Trains and provides technical assistance to lower graded specialists.
