Summary

You will serve as an HR SPECIALIST (RECRUIT & PLACEMENT) in the OFFICE OF CIVILIAN HUMAN RESOURCES OPERATIONS.

This announcement uses the Post-Secondary Students and Recent Graduates authority direct hire authority and Defense Industrial Base, Major Range and Test Facilities direct hire authority direct hire authority to recruit and appoint qualified candidates to certain positions in the competitive service.

Duties

  • You will apply human resources concepts, laws, policies and practices in the provision of recruitment and placement services requiring the use of internal and/or external recruitment methods.
  • You will conduct job analyses by reviewing position descriptions and interpreting OPM Position Classification and Qualifications Standards to create job opportunity announcements, rate and rank applicants, and issue/audit referral certificates.
  • You will analyze job related information to create valid and verifiable rating and ranking criteria to successfully identify best qualified candidates for referral to hiring manager.
  • You will create job opportunity announcements, ensuring that all information is clearly and concisely presented to potential candidates, and is in compliance with regulatory and procedural requirements.
  • You will analyze position descriptions to determine competencies and level of experience that a best-qualified candidate would need to possess in order to perform the duties of the specific position.
  • You will research and apply OPM position classification and qualification standards to support applicant qualification determinations.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector applying human resources policy regulations and procedures to analyze personnel data and draw conclusions and utilizing automated personnel systems and standardized procedures to process personnel actions.

PROGRAM ELIGIBILITY REQUIREMENT:

Recent Graduates must be appointed within two years of being awarded a bachelor's or graduate degree from a qualifying educational institution as defined in 20 U.S.C. § 1001.

The two year period of eligibility will be extended to six years for veterans who have completed a period of obligated uniformed service of more than 4 years, and was awarded a degree by an institution of higher education not more than 6 years before the date of appointment.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

Education

Education may be substituted for specialized experience as follows:

Successfully completed one full year of graduate level education
OR
Successfully completed a Bachelor's degree with superior academic achievement (see below for clarification text)
OR
A combination of experience and education as described above that equates to one year of experience.

SUPERIOR ACADEMIC ACHIEVEMENT (SAA): Superior Academic Achievement is based on: (1) class standing; (2) grade-point average, or (3) honor society membership. 1. Class standing - applicants must be in the upper third of graduating class in the college or university attending based on courses completed. 2. Grade-point average (G.P.A) - applicants must have a grade-point average of: a. 2.95 or higher out of a possible 4.0 ("B" or better) as recorded on official transcript or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of my curriculum, or b. Based on grade-point average of 3.45 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field completed during the final 2 years of the curriculum. 3. Election to membership in a national scholastic honor society as listed by the Association of College Honor Societies. Membership in a freshman honor society cannot be used to meet the requirements of this provision.
