- Incumbent must be able to acquire and retain a TOP SECRET security clearance based on a Single Scope Background Investigation and remain eligible for access to Sensitive Compartmented Information. A non-disclosure agreement must be signed.
- Frequent travel by commercial and/or military aircraft is required for the purpose of performing temporary duty.
- The incumbent may be subject to a counterintelligence scope polygraph.
- The incumbent must file an OGE-450, Confidential Financial Disclosure Report.
- Overtime may be required as workloads demand.
Qualifications
This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include knowledge of organization management administrative, and Human Resource procedures, including personnel management, performance management, training programs/policies, and keen skill in applying this knowledge in difficult and complex work assignments; mastery of a wide range of federal HR laws, executive orders, regulations, policies, directives, instructions, and concepts governing HR functions such as merit promotion, recruitment and placement, employment performance and conduct issues, and other programs to serve as an HR specialist providing staff-level advice to operating HR offices across the command in the development of solutions to especially complex problems of program improvements; skill in oral communications to present sensitive information and recommendations on complex matters to higher authorities as well as skill in written communications to develop reports and briefings dealing with HR complex issues; and skill and ability to develop/recommend solutions to resolve HR and administrative problems and develop guidance for application of difficult procedures for diverse situations. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
- Through knowledge of a wide range of federal Human Resources (HR) laws, executive orders, regulations, policies, directives, instructions, and concepts governing HR functions such as recruitment and placement, DCIPS employment performance, DCIPS Pay Pool Processes, review conduct issues, and other programs.
- Thorough knowledge of advanced federal human resources management (HRM) principles, concepts, practices, analytical methods, a wide range of qualitative and quantitative techniques, and relationships of various HR disciplines as well as seasoned consultative skill sufficient to resolve complex HRM problems not susceptible to treatment by standard methods.
- Knowledge of organizational structures, missions, objectives, operating programs, key positions, and administrative/protocol policies and procedures.
- Knowledge of organizational structures and functions across a major military command or comparable organization to identify, consider, and present options for the resolution of substantive organizational and program issues involving HRM and areas such as resources management, civilian deployment, and other special programs that brings program policies and operations in line with higher level vision, goals and objectives.
- Skill in conducting reviews and analyzing and assessing HR program operations to include identifying deficiencies; measuring compliance, consistency, and effectiveness; and making recommendations for enhancements and improvements.
- Ability to communicate both orally and in writing and to establish and maintain effective and positive working relationships.
CONDITIONS OF EMPLOYMENT CONTINUED: Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Summary Continued: Individual will advise in a wide range of human resources management (HRM) areas such as, recruitment and placement, awards, employment performance, manpower, and DCIPS policy/regulatory processing. Will review conduct issues as well as in other areas such as resources management, civilian deployment, and other special programs to support the Resource Management Section and OAF RCO FSU leadership. HR action officer performing a variety of duties designed to evaluate and improve on the civilian human resources (HR) management practices and policies governing the overall U.S. civilian HR management systems.
