Duties

This position is located in the Military Personnel Office (MILPO) of the Army National Guard. The purpose of this position is to serve as the final reviewer and procedural authority of personnel actions submitted to the MILPO by lower echelons. Work is to be performed in one or more of the following work areas: Officer or Enlisted Personnel Management (OPM, EPM); Retirement Points Accounting Management (RPAM); Selected Reserve Incentive Program (SRIP); Montgomery G.I. Bill; MOS Medical Review Board (MMRB); Line of Duty (LOD) investigations; and Funeral Honors/Casualty Assistance.

Work in this series includes clerical and administrative support positions performing clerical, assistant, or technical work which requires knowledge of the procedures, established guidelines, and techniques involved in carrying out the work of the organization.

  • NATIONAL GUARD MEMBERSHIP IS REQUIRED. This is a Title 32 Technician Vacancy that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the closing date of the job vacancy.
  • Selectee will be required to wear the military uniform.
  • Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a probationary period.
  • Participation in direct deposit is mandatory.
  • For positions requiring the operation of motor vehicles, candidates must have a valid state driver's license for the state in which they live or are principally employed.

Qualifications

THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION OPEN TO THE FOLLOWING AREA OF CONSIDERATION (AOC):

Area of Consideration: This position is open to Areas 1 Only.

Area 1: Current employees of the South Carolina Army National Guard (Tenure 1 and 2)
Area 2: Current members of the South Carolina Army National Guard
Area 3: Any individual eligible for membership in the South Carolina Army National Guard

GENERAL EXPERIENCE REQUIREMENTS: Progressively responsible clerical, office, or other work that indicates ability to acquire the particular knowledge and skills needed to perform the duties of the position with experience using computer and automation systems

SPECIALIZED EXPERIENCE REQUIREMENTS: Parenthetical titles may be used with the basic title of the position to further identify the duties and responsibilities performed and the special knowledge and skills needed. Specialized experience must be 1-year equivalent to at least the next lower grade. Specialized experience is experience that prepared the applicant to perform the duties of the position. The applicant's educational-degree study program or military or civilian academic courses may substitute for some specialized experience. An applicant must demonstrate the specialized experience competencies (skills, knowledge, abilities and behaviors) to qualify for a position identified by its position grade and career level. Specialized experience may include human resources program's business competencies, familiarity with the subject matter or processes used in human resources programs associated with DoD, U.S. Army, or U.S. Air Force, or similar human resources experience.

CONDITIONS OF EMPLOYMENT & NOTES:

1. Must be able to obtain and maintain the appropriate security clearance of the position.

2. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.

3. Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission.

4. May occasionally be required to work other than normal duty hours; overtime may be required.

5. The duties and responsibilities of your job may significantly impact the environment. You are responsible to maintain awareness of your environmental responsibilities as dictated by legal and regulatory requirements, your organization, and its changing mission.

Education

Substitution of Education for specialized experience - Completion of 2 academic years of education in an accredited college or university will satisfy the requirements for GS-4 positions. Only education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (30 semester hours) beyond the second year is equivalent to 6 months of specialized experience for GS-5 positions.
