Duties
The position is located within the NAF Human Resources Division, Marine Corps Community Services (MCCS), Twentynine Palms, CA. The Human Resources Generalist reports to the Supervisory Human Resources Technician and is responsible for technical support work in multiple personnel specialties such as recruitment and placement, personnel action processing, new employee onboarding, and benefits administration.
Manages the full life cycle of the recruitment process for assigned divisions including receiving personnel action requests, advising on recruitment strategies, creating and posting job vacancy announcements, verifying applicant qualification and preference eligibility, generating referral lists, and facilitating the hiring of qualified job applicants for open positions. Extends job offers and initiates pre-employment processes including records checks, onboarding tasks, and in-processing briefings. Utilizes automated recruitment tools to generate and manage vacancy announcements, build applicant/position profiles, and track applicant eligibility. Ensures recruitment and selection processes are compliant with applicable laws, policies, and merit principles.
Maintains and enters classified position descriptions into automated library for assigned divisions. Verifies signatures on position descriptions and the most up-to-date Standardized Position Descriptions are being used. Locates position descriptions in the library. Routes all classification requests to appropriate point of contact.
Responsible for the maintenance of the personnel data system. Enters personnel data into the automated NAF personnel data system. Reviews and processes personnel actions requests in accordance with applicable rules and procedures. Sets pay in accordance with applicable laws, policy, and guidance. Computes rates of pay increases (promotions, pay adjustments, step increases, etc.) in accordance with statutory and regulatory requirements. Computes and enters company and benefits service dates. Generates personnel information reports. Identifies and corrects discrepancies in personnel data. May participate in planning and conducting the local NAF wage survey IAW regulatory guidance.
Provides information and assistance to employees on various employee benefits programs, i.e. Group Health, Dental & Life Insurance, 401(K) Savings Plan, Group Retirement Plan, Workers¿ Compensation, Family Medical Leave Act (FMLA), Leave Donations, and Casualty Assistance, and Employee Performance Awards Program. Processes and maintains records necessary to implement and track benefit related matters. Maintains a high degree of contact with employees and provides advice and assistance to employees regarding employee benefit problems and issues.
Answers inquiries concerning status of pending actions. Maintains official personnel records and files in accordance with Office of Personnel Management (OPM) and internal MCCS policies and procedures. Forwards timely and accurate copies of records for administrative and pay purposes to other offices as required. Serves as a reliable source of information on procedural and regulatory requirements pertaining to HR personnel matters. Provides guidance and informational resources to supervisors and employees. Participates in resolving complex personnel issues through research, policy interpretation, and collaboration with other HR team members.

Asks questions to determine, verify and solve problems. Checks for satisfaction on the quality of goods and services. Takes action to solve problems quickly. Alerts the higher-level supervisor, or proper point of contact for help when problems arise.
Adheres to safety regulations and standards. Uses required safety equipment and observes safe work procedures. Promptly reports any observed workplace hazards, and any injury, occupational illness, and/or property damage resulting from workplace mishaps to the immediate supervisor.

MINIMUM QUALIFICATIONS: Three years of progressively responsible experience in human resources or administrative work that demonstrates the ability to perform the duties of the position. Experience with NAF human resources procedures and understanding/execution of MCO policy preferred. Ability to interpret and apply rules, regulations, and policies applicable to recruiting and staffing. Ability to analyze, problem-solve, and make decisions to implement appropriate recruiting strategies to fill vacancies. Proficiency in operating a personal computer and software programs to include Microsoft Word, Excel, and Outlook. Demonstrated ability to work in a fast-paced environment with the ability to manage multiple tasks and changing requirements while maintaining excellent customer service skills. Ability to effectively communicate both orally and in writing to convey a wide variety of information to diverse audiences. Ability to maintain a high degree of confidentiality and professionalism in handling and working with highly confidential personnel and compensation. This is a white-collar position where occasional lifting up to 20 lbs. may be required.
Those Technicians required to access JPAS, e-QIP and/or SWFT must be able to obtain and maintain a Secret Clearance, Tier 3, or equivalent eligibility.
