GS-07: To be eligible at the GS-07 level, you must meet at least
ONE of the following conditions,
as defined below: Specialized Experience; Education; OR a Combination of Specialized Experience and Education.
Specialized Experience: One (1) full year of specialized experience equivalent to work at the GS-05 level. Specialized experience is defined as
- performing administrative work which demonstrates a basic knowledge of human resources to include assisting senior HR specialists with recruitment actions;
- processing pre-employment packages;
- conducting onboarding/new orientation of new employees;
- entering personnel and/or payroll actions into HR databases.
OR
Education: One of the following types of education: one (1) full year of graduate level education;
OR four (4) years of undergraduate level education leading to a bachelor's degree with Superior Academic Achievement. Education at the graduate level must be in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to perform the duties of the position. Superior Academic Achievement recognizes students who have achieved superior academic standing as evidenced by one of the following: (1) class standing; (2) grade-point average; or (3) honor society membership and described as follows: (1) Class Standing - Applicants must be in the upper third of their graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses at the time of application. (2) Grade-Point Average (G.P.A.) - Applicants must have a grade-point average of (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum. (3) Honor Society Membership - Election to membership in a national scholastic honor society.
OR
Combination of Specialized Experience and Education: A combination of specialized experience and successfully completed graduate education as described above may be used to meet total qualification requirements.
GS-9: To be eligible at the GS-09 level, you must meet at least
ONE of the following conditions,
as defined below: Specialized Experience, Education, OR a combination of Education and Experience.
Specialized Experience: One full year of specialized experience equivalent to the GS-07 level in Federal service which could have been gained in the federal, public, and/or private sector. Specialized Experience is defined as
- providing advisory and technical services to managers on Human Resources laws and regulations;
- advising management on recruitment methods and strategies;
- applying problem solving methods and techniques on a variety of Human Resources issues;
- presenting findings or recommendations related to at least one of the following areas: position classification, training, staffing and recruitment, Human Resources information systems, employee relations and performance management, employee benefits, pay and compensation, or records management and administration.
OR
Education: One of the following types of education
in a related field (e.g., Human Resources): a Master's or equivalent graduate degree; OR 2 full years of progressively higher-level graduate education leading to such a degree; OR LL.B. or J.D., if related. Education at the graduate level must be in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to perform the duties of the position.
OR
Combining Education and Experience: Combinations of successfully completed graduate education and experience may be used to meet total qualification requirements. In order to qualify based on a combination, graduate education must be in excess of 1 full year.
