- The incumbent of this position must meet all requirements of E-E positions and may be required as a condition of employment to take a series of vaccinations and annual boosters to immunize against anthrax and other diseases. In the event of a crisis situation, the incumbent or designated - alternate, must continue to perform the E-E duties until relieved by proper authority
- The duty of the employee is to provide immediate and continuing support for combat operations or to support maintenance and repair of combat essential systems of the armed forces. Performs duty in a combat zone after the evacuation of nonessential personnel in connection with a war or a national emergency declared by Congress or the President, and it is impracticable to convert the employee's position to a position authorized to be filled by a member of the armed forces because of a necessity for that duty to be performed without interruption. Employee must sign DD Form 2365 as a condition of employment. Employees could be assigned to any location worldwide providing civilian support to combat operations and could deploy to non-combat locations in response to contingencies, disaster relief, or other emergency operations. (IAW: Section 1580 of title 10, United States Code)
- IAW DoDI 3020-42 this position has been locally or command designated as Mission Essential (ME); needed to ensure the continued operation of mission essential functions of the activity. Mission Essential personnel may be required to report for duty at normal times when the base is closed or delayed reporting, and remain on duty during phased or early release
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, 0201 Series.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes knowledge of classification and position management concepts, principles, methods, practices, programs, and techniques sufficient to accomplish a wide range of complex, interrelated activities and resolve classification issues which often require the making of fine distinctions in the proper crediting of factor levels and allocation of grade leve1 to positions.
OR
EDUCATION: Successful completion of a Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
- Knowledge of the full range of classification and position management principles, concepts, practices, and techniques, and of the relationships of other HR specialties to classifications.
- Ability to gather facts and use effective analytical and evaluative methods to accurately assess information and make sound decisions involving position management problems.
- Ability to maintain harmonious relations with managers, supervisors, employees, co-workers and others, to ensure cooperative resolution of conflicts and to provide effective coordination of activities.
- Ability to express ideas and concepts orally and in writing, and to ensure understanding and acceptance of findings in reports.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
