Summary

THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.

This National Guard position is for a HUMAN RESOURCES SPECIALIST (CLASSIFICATION) (TITLE 32), PD# D1039P01 and is part of the Rhode Island National Guard Human Resources Office. The purpose of this position is to perform position classification and provide position management advisory services. Accomplishes work through the use of an automated personnel system.

Duties

Reviews incoming requests for classification and personnel actions through the use of an automated personnel system. Performs position classification and position management duties of positions covered by the State. This includes consulting with manager/supervisor on needs for the position, assisting with job analysis when needed, writing an evaluation statement, and determining the title, series, and grade of the position. Advises on classification impact when changing or creating duty assignments. Ensures position structures achieve the optimum balance between economy, efficiency, skills utilization, and employee development. Assists in the review, preparation and publication of the state's Position Classification and Position Management and EDP/HDP plans. Assists in the review of full-time manpower requirements and documents. Responsible for maintaining full-time manning documents. Reviews and updates competitive level and Bargaining Unit codes as needed. Completes builds/corrections when necessary, ensuring the accuracy of the State's personnel organizational hierarchy within the automated personnel systems. Use automated system to effectively process personnel actions in accordance with the Guide to Processing Personnel Actions and local personnel systems checklists as required. Conducts position reviews in assigned State. Interviews position incumbent, immediate and/or higher-level supervisor; reviews organizational information including organizational charts, mission statements, functional statements to determine organizational context of position, manpower/staffing guides; may review sample work products produced by the incumbent or go onsite to observe the incumbent at work.
Performs other duties as assigned.

  • This is a Title 32 Excepted Service position. NATIONAL GUARD MEMBERSHIP IS REQUIRED. You must be a current member of the Rhode Island National Guard to be considered for this position.
  • Participation in direct deposit is mandatory.
  • For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment.
  • Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
  • An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
  • Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission.
  • Selectee will be required to wear the military uniform.
  • May require travel in military and/or commercial aircraft to perform temporary duty assignments.
  • This work may require the incumbent to drive a motor vehicle; if so, and an appropriate valid driver’s license is mandatory.

Qualifications

GENERAL EXPERIENCE: Experience that may have been gained in administrative, professional, technical, investigative, or other responsible work which demonstrates the ability to:
  1. Analyze problems to identify significant factors, gather pertinent data, and recognize solutions;
  2. Plan and organize work; and
  3. Communicate effectively orally and in writing.
SPECIALIZED EXPERIENCE:
1-year specialized experience must be equivalent to at least the next lower grade. Specialized experience is experience that prepared the applicant to perform the duties of the position. An applicant must demonstrate the specialized experience competencies (skills, knowledge, abilities and behaviors) to qualify for a position identified by its position grade and career level. Specialized experience factors encompass human resources program's business competencies, familiarity with the subject matter or processes used in human resources programs associated with DoD, U.S. Army, or U.S. Air Force.

Education

Equivalent combinations of education and experience are qualifying for all grade levels for which both education and experience are acceptable.

Graduate Education: Education at the graduate level in an accredited college or university in the amounts shown below meets the requirements for positions at GS-7 through GS-11. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.

  • Master's or equivalent graduate degree or
  • 2 full years of progressively higher level graduate education leading to such a degree or
  • LL.B. or J.D., if related

- Knowledge of, and skill in applying, classification and position management and fundamental HR methods, principles, and practices and standardized analytical, and evaluative methods and techniques to advise on and or resolve moderately complex, non-controversial and/or recurring position classification or position management issues for which there are one or more readily apparent solutions.

- Basic knowledge of other HR specializations, i.e. recruitment and placement, employee relations, labor relations, etc., for purposes of interacting and resolving specific issues.

- Ability to perform management advisory services and/or make informed judgments on specific position classification/position management problems or issues of limited scope.

- Knowledge of the organizational structures of the ARNG and ANG.

- Ability to communicate both orally and in writing sufficient to develop and present organizational and position analyses to management and employees to gain acceptance and understanding of findings and recommendations.
