Duties
INTRODUCTION:
This position is located within the Human Resources Division of Marine Corps Community Services (MCCS), Iwakuni, Japan. The position reports directly to the Chief of Human Resources.
DUTIES AND RESPONSIBILITIES:
Investigates and resolves complex employee relations issues. Establishes procedures to ensure fair and consistent application of U.S. Government, Marine Corps and MCCS policies throughout the organization.
Provides classroom training to employees at all organizational levels regarding personnel policy, administrative regulations and employee rights and services. Provides orientation training for new employees on various personnel policies and performance appraisals. Provides training to MCCS management on performance appraisals, counseling employees and other relevant people practices.
Investigates employees¿ complaints on alleged policy deviations or working conditions. Provides advisory services to management regarding the solution of moderately complex individual conduct or performance problems. The provision of such advice is complicated by the necessity to consider various options or alternatives and by the need to analyze and explain the relative advantages and disadvantages of each option as related to the employee situation.
Inquiries will be related, but not limited to, escalated employee relations inquiries, field investigations, one-on-one coaching, performance management, and conflict resolution.
Conduct extensive research into employee relations cases to identify trends, risks, patterns and track data in order to propose recommendations to management.
Advises supervisors and managers on the full scope of disciplinary action requirements and procedures. Researches, composes and issues disciplinary action letters, as may be necessary to address deficiencies in performance and/or conduct. Maintains all disciplinary action case files and prepares necessary reports.
Coordinates activities with first and second level supervisors, yet exercises independent judgment in rendering advice, managing schedule, and in executing disciplinary actions and investigations.
Provides information to employees on grievance and appeal procedures. Researches and responds to complaints, grievances, and appeal requests. Plans and conducts investigations covering various allegations, some of which may be controversial and may result in formal administrative actions. Simultaneously manages several cases that vary widely in complexity and stages of development.
Assist the MCCS Internal Control and external investigative agencies/departments such as Legal, Military Police, Civilian Misconduct Inspector General, Equal Employment Opportunity (EEO), etc., in investigating mixed-case scenarios involving facility, equipment and human resource matters. Coordinates with the Chief of HR and Legal Counsel to ensure that disciplinary actions, if warranted, withstand legal scrutiny.
Assist the EEO representatives in resolving issues of alleged discrimination and requests for accommodation.
Advises the Chief of Human Resources regarding the development and implementation of organization-wide policies, practices and programs. Assists with writing and updating locally initiated directives and instructions for impact on personnel practices, policies, and working conditions.
Provides advice to management on interpretation of policy, employee/labor law issues, claims, government ethics regulation and application of MCCS standards of conduct, conflicts of interest, and Freedom of Information and Privacy Acts.
May be required to represent the organization as a subject matter expert on personnel policy at criminal and administrative hearings.
Oversees the Performance Management Program ensuring compliance with Headquarters requirements to include notifying staff of deadlines, running reports to track completion status, providing ongoing support to employees and managers, and collecting completed performance appraisals.
Coordinates all aspects of the awards program from nomination to execution. Assess award nominations ensuring compliance with eligibility criteria and alignment with award categories. Partners with other departments for logistical planning of award ceremonies including layout, food options, and award certificates. Oversees the administration and distribution of length of service awards and manage the processing for monetary and time-off awards. Solicits and processes DoN, MCIPAC, and IHA/MLC award nominations ensuring timely submission and distribution of selected awardees.
Maintain the Employee Relations SharePoint Page with the most updated tools and information for managers and employees. Organize and maintain up to date employee relations records on the S-drive.
Promotes Equal Employment Opportunity principles and ensures compliance with health and safety standards. Provides world-class customer service.
