IMPORTANT INFORMATION:
This position requires military membership in the Puerto Rico Army National Guard (PRARNG). If you are not a military member of the PRARNG (i.e., Airman, civilian, active-duty Soldier, prior service, guard member from another state, reservist, IRR, State Guard, etc.), you must contact the Recruiting and Retention (R&R) Office at (787) 289-1400 extension 2015 or 2008 and request the PRARNG Military Basic Requirements (MBR) Certification. If the MBR certification is not submitted, or you do not meet the requirements to be a member of the PRARNG, your application will not be screened.
AREA OF CONSIDERATION:

AREA 1 = All permanent Technician Warrant Officers and Enlisted members employee's (NG T32/NG T5) within Puerto Rico Army National Guard.
AREA 2 = All indefinite Technician Warrant Officers and Enlisted members employee's (NG T32/NG T5) within Puerto Rico Army National Guard.
AREA 3 = Warrant Officers and Enlisted currently serving members of the Puerto Rico Army National Guard.
AREA 4 = Warrant Officers and Enlisted Prior (former) members of the Puerto Rico Army National Guard.
AREA 6 = Applicants who meet all requirements to become Warrant Officers and Enlisted members of the Puerto Rico Army National Guard.

First round consideration will be given to Area 1 Candidates.
(All other Areas will be screened only in the event that there are no qualified or recommended Candidates).
To prevent a grade inversion, military rank allowed for this position will be determined at the final evaluation of the vacancy announcement considering the military rank of the supervisor.

PHYSICAL DEMANDS:
The work is sedentary. Some work may require walking in offices and similar areas for meetings and to conduct HR work. Work may also require walking and standing in conjunction with travel to and attendance at meetings and conferences away from the worksite. The work does not require any special physical effort.
WORKING ENVIRONMENT:
The work area is adequately lighted, heated, and ventilated. The work environment involves everyday risks or discomforts that require normal safety precautions. During emergency operations, may be working in an area that is not an established office environment. Travel to emergency operations centers will be required and may be for extended periods of time.
QUALIFICATIONS REQUIRED:

SPECIALIZED EXPERIENCE:
Applicant in order to be considerate for GS-09 position, must have at least ONE (1) year of basic knowledge and working experience at the next lower-level grade GS-07 position or at least TWENTY-FOUR (24) months of equivalent specialized experiencesperforming or supervising duties such as providing technical assistance and guidance on identifying training needs, training opportunities, and sources of training; collaborating with the senior HRD in training and development activities; processing training request forms and training documentation; updating completed training in Automated Civilian/Military Personnel Systems; providing guidance on planning job-related career development activities; providing guidance in the completion of Individual Development Plans and training documentation; aiding on employee training program requirements; providing information on available training, clarifies eligibility requirement, and application procedures; managing the planning and facilitating commercial in-house training; helping determine and prioritize training needs assessment; collaborating with Senior HRD with publicizing local courses and resource training opportunities; conducting training surveys, analyzing the information obtained, and submitting recommendations; conducting continuing analysis and evaluation of training program effectiveness; analyzing training evaluations and making recommendations on future schools and courses; creating purchase requisitions related to training expenses.
Applicant in order to be considerate for GS-11 position, must have at least ONE (1) year of specialized experience at the next lower-level grade GS-09 position or at least THIRTY-SIX (36) months of equivalent specialized experiences performing or supervising duties such as executing the State's training and development program providing the full range of human resource development options; providing guidance for Continuation in Service Agreements, and available funding for training fees and travel; being a Training Government Purchase Card holder; coordinating the establishment of local policies for payment and reimbursement of fees, travel, and training; being a travel authorization Reviewing Official, or Approving Official and travel voucher Reviewing Official in the Defense Travel System; coordinating Joint (ARNG/ANG) civilian workforce training requests; reviewing, processing approval, coordinating registration, funding and processing payment of fees, coordinating travel reimbursement funding and approval for all Army NG Employee training requests; providing guidance on employee training related to successfully accomplish the state National Guard mission; coordinating speakers, instructors, facilities, advertising, documenting attendance and analyzing evaluations; serving as a State Quota Source Manager to attend Army Training Requirements and Resources System courses; analyzing, verifying, and validating student status codes, student change actions, seat assignments, program throughput, etc.; supporting the NG Employees with ATRRS enrollment; providing direct guidance on mandatory training, opportunities for other career and retirement training; guiding managers and supervisors from cradle to grave on Individual Development Plans for NG Employees hired below the PD Full Target Grade (developmental); evaluating the merits of employee morale problems, excessive employee turnover, and instances of low productivity relative to training opportunities; evaluating and analyzing feedback from employees and supervisors; analyzing vendor proposals; ensuring all expenditures follow fiduciary responsibilities, statutory requirements, regulations, procedures, and local policies; maintaining documentation of training requests and ensure obligation of funds IAW training priorities and the annual funding plan; managing and processing training and educational data in an Automated Civilian/Military Personnel Systems, to include data input for training completion; maintaining accountability of training materials; using automated system to effectively process personnel actions in accordance with the Guide to Processing Personnel Actions and local personnel systems checklists as required.
