In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at tGS-11 (or higher) or equivalent in other pay systems. Examples of specialized experience includes 1) Providing knowledge of the fundamental principles, concepts, techniques, standards, processes, and instructions of military personnel management and information systems. 2) Using knowledge of force development, developmental education, and assignment policy and procedures as it pertains to officer professional development, to include procedures for development and implementation of Air Force-wide policy and non-standard assignments, to include knowledge of Air Force officer performance evaluation process, and familiarity with officer selection record format. 3) Applying knowledge of the processes involved and experience on officer developmental education and advanced academic degree selection; to include how officer development education affects timing of assignments and impact to the promotion process. 4) Administering knowledge from both a functional and technical perspective of AMS, ADP, MilPDS, DE web-3849 nomination application, and the Force Development Electronic Support System. 5) Providing data utilization and manipulation to accomplish a variety of ad-hoc applications, and ability to use effective, analytical, statistical, and evaluative methods to accurately assess information and make decisions. 6) Communicating effectively with others, orally and in writing
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
- Knowledge of the principles, theories, techniques, practices, mission, and organizational structure of the specific program and or functional field to support Air Force wide program military personnel administration responsibilities.
- Knowledge of the laws, regulations, principles, and practices of military personnel program administration.
- Knowledge of sustainment program inspection requirements, reports, and program terms, as well as knowledge of common management principles to provide advisory services and inspect assigned programs.
- Skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness, and in serving as a technical specialist and spokesperson to further operating agency objectives on important issues.
- Ability to prepare special studies and staff reports, including the ability to meet emergency and/or changing program requirements within available resources and with minimum sacrifice of quality or quantity of work.
- Ability to establish effective working relationships and to communicate well with others, orally and in writing, including preparing and conducting formal and informal briefings.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
