Summary

This is an Air Reserve Technician (ART) position. ARTs are part of the regular career civil service and enjoy all the benefits granted to Federal employees in the competitive civil service.

This is a TERM position, not to exceed 28 February 2028.

Duties

The primary purpose of this position is to serve as Chief, Force Management in administering all aspects of the section. This is an Air Reserve Technician (ART) position. Supervisory duties are performed less than 25 percent of the work year.

DUTIES:

1. Plans, directs, and controls all aspects of the Career Development programs for both Active Guard Reserve (AGR) and unit reservists. Responsible for the development of internal policies and procedures governing administration of Career Development programs to include: inbound assignments, senior officer assignments, twice deferred officer waivers, reassignments (voluntary/involuntary), separations (voluntary/involuntary/officer resignations), retirements to include high year of tenure/mandatory separation date extensions, conditional releases, and inter- and intra-service transfers assignments for officer and enlisted personnel; certification of military qualifications assignment eligibility for ARTs, ARGs and traditional reserve applicants; in-processing of personnel. Manages and maintains the Reserve Management Vacancy System (RMVS) as a source for assignments/reassignments.

2. Manages the Air Force Active Guard/Reserve (AGR) Program. Obligates government funds on receipt of HQ AFRC/CV / A 1 K approval and approved physical. Responsible for preparation and processing EAD orders allowing the selectee to enter and exit the EAD program. Counsels selectee concerning the transition onto active duty. Ensures all initial duty information is obtained and correct for in­-processing with the servicing FSS.

3. Administers actions in Automated Reserve Orders Writing System-Reserves (AROWS-R). Monitors and takes appropriate action to clear military personnel hard-holds. May be required to create orders and modifications for section personnel. creates orders and modifications for Initial Active Duty for Training (IADD for members attending Basic Military Training.

4. Serves as advisor to commanders on unit human resources (military) programs. Interprets policy and provides procedural guidance to commanders, first sergeants, supervisors, and staff members regarding Career Development programs. Provides guidance and assistance on unit programs such as Transition Assistance Program, administrative separation procedures, reassignment policies, retirements and TDY relocation processing. Serves as focal point and acts as liaison, coordinates and disseminates information to unit commanders, first sergeants, and managers on management of loss rates, discharges and officer promotion boards.

5. Provides human resources management (military) advisory services to commanders and staff on all Career Development programs. Analyzes data and makes subsequent determinations regarding personnel matters which may involve or affect ARTs, ARGs, and traditional reservists. Advises supervisors or managers within the wing when actions may affect productivity or mission.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Position for series 0201.

SPECIALIZED EXPERIENCE: Applicants must have at least 52 weeks of specialized experience at the lower grade, GS-07 level or equivalent. Examples of specialized experience includes knowledge of military personnel policies, procedures, rules, guidelines, publications, etc., to understand respective programs and converse with functional managers. Knowledge of mission and unit is essential. Must have sufficient knowledge of the automated systems, personal computers, and software employed in order to make reports, correspondence, and extract data. Must possess ability to analyze data/products to determine adequacy of programs and/or deficiencies thereof. Understanding of the civilian personnel guidelines and master labor agreement in sufficient detail to converse with specialists from the servicing Consolidated Civilian Personnel Office (CCPO) and/or officials from employee bargaining unit. A good knowledge and control of the English language and have ability to communicate orally in order to conduct briefings, give instruction, and resolve dispute. Must have ability to write with clarity. Possess knowledge of Installation Personnel Readiness program.

EDUCATION: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LLB. or J.D., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. Note: You must submit a copy of transcripts.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100 percent. To combine education and experience, determine the total qualifying experience as a percentage of the experience required for the grade level. Then determine the education as a percentage of the education required for the grade level. Finally, add the two percentages. The total percentage must equal at least 100 percent to qualify an applicant for that grade level. NOTE: YOU MUST SUBMIT A COPY OF YOUR TRANSCRIPT.

FEDERALTIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of military personnel policies, procedures, rules, guidelines, publications and knowledge of unit mission.
2. Comprehensive knowledge of automated systems, personal computers, software and ability to analyze data/products.
3. Understand civilian personnel guidelines and the master labor agreement.
4. Good knowledge and control of the English language.
5. Ability to communicate effectively with diverse groups of individuals, both orally and in writing.
6. Knowledge of Installation Personnel Readiness programs.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.

This is an Air Reserve Technician (ART) position. ARTs are eligible for 15 days active duty tour each year for which military leave is granted with full civilian pay. Air Reserve units and members; are subject to immediate call to active duty in mobilization to meet a national emergency. Retired military that have active AF Reserve assignments may apply provided they show assignment (position) on the application.
