In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, 0201 Series.
(GS-07) SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience include practical knowledge of ROTC programs, missions, and functions; knowledge of operating programs in order to conduct studies, analyze findings, and make recommendations on substantive operating programs; Knowledge and skill in applying conventional analytic techniques to the identification, consideration, and resolution of program related issues and problems. (GS-07) KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
- Knowledge of basic principles of the classified titled or related field.
- Skill in communicating factual and procedural information clearly, orally and in writing.
- Ability to learn basic techniques of the classified title.
- Ability to analyze problems to identify significant factors, gather pertinent data, and recognize solutions.
- Ability to plan and organize work, and consult effectively with co-workers.
(GS-09) SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes practical knowledge of ROTC programs, missions, and functions; knowledge and understanding of a range of concepts, objectives, policies and management and organizational techniques; knowledge of operating programs in order to conduct studies, analyze findings, and make recommendations on substantive operating programs; Knowledge and skill in operating various automation software programs, tools and techniques to support office operations and produce a variety of documents such as letters, reports, spreadsheets, databases, graphs and reports. EDUCATION: Successful completion of a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D. D., in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position.

(GS-09) KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
- Knowledge of Title 10, US Code, Air Force instructions, and all other regulations pertaining to the retention and disenrollment of Air Force ROTC cadets.
- Knowledge of military organizational structure, protocol, and similar matters.
- Knowledge of general office administrative and clerical procedures such as independently processing paperwork, managing multiple office automation software with varied functions to produce a wide range of reports, documents, formats, spreadsheets, databases, and graphs.
- Ability to analyze, plan, organize, and adjust work priorities as required to meet organizational goals and timelines.
- Ability to use Microsoft Office 365 products (including Teams) to enter, maintain, retrieve/review data, and prepare reports/briefings.
- Ability to establish effective working relationships and to communicate well with others, orally and in writing, including preparing and conducting formal and informal briefings.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible.
One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level.
One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level.
TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
