- The work requires knowledge of a body of standardized roles, procedures, or operations requiring considerable training and/or conferences related to the assigned military personnel area to perform the full range of transactions and to resolve technical problems.
- Specifically, the employee must be able to interpret provisions of AFI 36-2005, AFI 36-2013, AFI 36-1901, AFRS Personnel Services Delivery Guide and certain provisions of United States Code Title 10 for purposes of providing authoritative explanations of these guidelines as they pertain to accession of line officers.
- Knowledge of duties, priorities, commitments, policies, and program goals and objectives sufficient to perform assignments and implement regulatory and procedural requirements of the program. Basic knowledge of military organizational structures, protocol, and similar matters is essential.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, 0201 Series.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes knowledge of the principles, concepts, and theories of Military Accessions, and the standard practices methods, and techniques of the occupation sufficient to perform difficult, but well-precedented assignments. Knowledge of analysis, evaluation, fact-finding, and investigative techniques in order to gather data, identify significant factors, and recommend a solution from a number of possible alternatives. Knowledge of the occupation to perform studies and prepare straightforward reports, documentation, and correspondence to communicate factual and procedural information clearly.

EDUCATION: Successful completion of a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
- Knowledge of and ability to interpret a variety of rules, regulations, procedures, and precedents relating to DOD and AF recruitment programs for line officers and to resolve complex procedural and substantive problems associated with selection applications.
- Knowledge of recruiting sales processes, educational processes, and military personnel procedures, and the ability to interpret policies and apply them to specific cases.
- Knowledge of the organization and its function and programs to answer inquiries of a general nature or to refer them to the responsible staff member.
- Knowledge of various office automation software programs, tools, and techniques to support office operations and produce a variety of documents such as letters, reports, spreadsheets, databases, and graphs. Typing skills are required.
- Ability to prepare reports by retrieving and formatting information from various sources. Ability to work well with others and communicate cooperatively orally and in writing as required.
- Ability to gather, analyzes, and presents facts. Ability to plan, organize work, and meet required deadlines. Basic knowledge of general office administrative and clerical procedures.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
