In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, GS-0201 Series.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes expert knowledge of human resources, personnel and manning principles, concepts, theories, legal, regulatory requirements and methodology, including standardized administrative practices and procedures common to Federal Agencies and organizations; to gather facts, respond to questions, ensure regulatory compliance, and provide advice to senior officials; Expert knowledge of military and civilian personnel programs guidance, policies and procedures to include, but not limited to career development, career progression, professional development and a broad range of federal department and OPM personnel and manning actions; with particular expertise in Air Component manning requirements to support both steady state and contingency settings. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
- Expert knowledge of Air Force military and civilian personnel programs guidance, policies and procedures to include AF programs, DoD programs, OPM programs encompassing career development, career progression, career management, mentoring, professional development, performance reporting; specifically familiar with OPM and Air Force policies, guidance and practices. A strong background and experience with civilian personnel actions will help the employee be successful in this position.
- Knowledge of military personnel appropriations (MPA) principles, concepts, theories, legal requirements and methodology, including standardized administrative practices and procedures common to the organization and area of responsibility; to gather facts, respond to questions, ensure regulatory compliance, and provide advice to senior officials.
- Knowledge of analytical methodologies is needed to evaluate and interpret manning and appropriations data in order to draw conclusions, draft recommendations and provide executive summaries; proficient math skills and ability to perform statistical computations is required; perform qualitative and quantitative analytical methods and basic accounting practices; to manage appropriations, perform research, evaluations and analyses resulting in sound and logical conclusions and recommendations.
- Knowledge of the organization, mission, functions, and operations of Service Components, as well as higher echelon organizations such as HAF, ACC, Joint Staff and combatant commands, to ensure local implementation and guidance provided is responsive to meeting mission requirements. Required analyses rely on an in-depth knowledge and understanding of the Air Component mission, Air Force assignment procedures, military officer and civilian hiring practices and competing factors that affect and influence manning fill rates.
- Skill using standard office computer and proficient use of mainstream office document, slide and spreadsheet software. Must be familiar with accessing and operating AFPROMS, DCPDS, M4S and other web based systems.
- Ability to establish effective working relationships and to communicate well with others, orally and in writing including preparing and conducting formal and informal briefings; exercise good judgment necessary when working with General Officers; ability to conduct business professionally, courteously and discreetly.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
