Duties
As a HUMAN RESOURCES SPECIALIST (MILITARY), GS-0201-12, you will provide state level coordination of all military personnel programs, including but not limited to: enlistment, appointment, performance evaluation reports, promotions, officer and enlisted selective retention, discharges, separations, recruiting, retention, incentives, and training. Develops state-level programs, publications, policies, and procedures. Manages the state and federal programs for awards, decorations, special recognition, and other incentive/retention enhancement efforts. Monitors and executes state-level responsibilities regarding all military personnel assignments, reassignments, classification actions, and professional military education. Conducts in-depth research on difficult personnel cases, administrative matters, medical, and training problems. Provides technical and specialized data, background material and references, and determines solutions and courses of action to be followed. Monitors manning, manpower authorizations, and organizational changes. Maintains frequent contact with the National Guard Bureau (NGB), Air National Guard Support Center (ANGSC), Air Force Military Personnel Center (AFMPC), Air Reserve Personnel Center (ARPC), and other appropriate agencies.

Qualifications
AREA OF CONSIDERATION: This position is in the Excepted Federal Civil Service "under the authority of 32 U.S.C. 709" and is open to Category 1: All permanent/indefinite (T32 and T5) technicians employed by the agency Category 3: All current military members of the Florida National Guard; and Category 4: All individuals who qualify for membership in the Florida National Guard and are willing to become T32 Dual Status technicians.
PCS: Permanent Change of Station (PCS) costs, MAY be authorized. Authorization for payment of PCS expenses will be granted ONLY after determination is made that payment is in the best interest of the Florida National Guard.
Recruitment / Relocation: Incentive MAY be authorized. ONLY after determination is made that payment is in the best interest of the Florida National Guard.
FLNG BUS Code 8888: This position is "excluded" and ineligible for labor organization representation.
Military Grades: Officers: O4 thru O5
SPECIALIZED EXPERIENCE: GS-12 Must possess at least one year of specialized experiences at the GS-11 level or the equivalent which provided a working knowledge of National Guard missions, organizations, and federal civilian or military personnel programs. Experience, education, or training involving the administering, delivering, maintaining, advising, and adapting advanced concepts, principles, and theories of Human Resources to the unique organizational, management, and mission requirements of the Army. Experience assisting in the development of National Guard Human Resources policies and procedures. Experience advising management on Human Resources principles and practices. Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel.
Education
