Duties
- Plans, organizes, and oversees the full complement of activities within the State Air National Guard Headquarters administrative and personnel programs.
- Oversees State ANG Headquarter programs to facilitate the commander’s vision.
- Oversees workflow and tasking to ensure personnel and administrative processes are completed as required.
- Determines program eligibility, requirements, and provides customer resources.
- Reviews products from Military Personnel Section, validates status and briefs members.
- Uses a variety of office automation hardware, software, and peripherals to perform a wide variety of administrative tasks.
- Collects and assemble documents for inclusion in records for board actions.
- Analyzes directives and develops procedures for smooth personnel operations.
- Assists with military personnel actions coordinating with outside agencies and provides assistance to unit personnel and supervisors.
- Prepares orders for a variety of actions (e.g. special tour, annual tour, school tour, and civilian orders) using the order writing system.
- Maintains liaison with support activities to eliminate common problems, improve procedures, and increase efficiency.
- Formulates and presents final analysis and recommendations for improvements and procedures to commanders.
- Performs other duties as assigned.

- Failure to complete management prescribed courses for full-time support personnel within the first year of employment or assignment, may be cause for reassignment or termination.
- This is an Excepted Service position that requires membership in the Missouri National Guard prior to the effective date of placement.

- The duties performed in a non-federal or active duty uniformed service position must directly relate to the position to which appointed and such qualifications are necessary to achieve an important agency mission or performance goal to be eligible.
- Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.
- May be required to successfully complete a trial period.
- Must be able to obtain and maintain the appropriate clearance designated at the State through the use of the Position Designation Tool.
- Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission.
- May require travel in military and/or commercial aircraft to perform temporary duty assignments.
- The work may require the incumbent to drive a motor vehicle; if so, and an appropriate valid driver’s license is mandatory.
- This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
Qualifications
MILITARY REQUIREMENTS: Selected candidate must currently be assigned to a military unit in the Missouri Air National Guard. Title 32 employees will not be militarily senior to their full-time supervisor (grade inversion).
Maximum Military Grade: CMSgt (E-9)
Minimum Military Grade: SMSgt (E-8)
GENERAL EXPERIENCE: Must possess a validated understanding of the basic principles and concepts of the occupational series and grade that demonstrates skill in collecting and analyzing data effectively, efficiently, and accurately; ability to clearly enunciate English without impediment of speech that would interfere or prohibit efficient communication; ability to write English in reports and presentation formats; ability to communicate clearly and effectively; skill in presenting formal training presentations and briefings; ability to assess body language and perceive emotional and/or distress levels; and skill in applying procedures and directives by reading and interpreting program material.
GS-09 SPECIALIZED EXPERIENCE: Must possess least one year of specialized experience equivalent to at least the GS-07 that provided the ability to perform technical, administrative and operational work; skill in applying military human resource management principle and practices; ability to provide technical expertise and guidance to resolve issues; knowledge to establish metrics and analysis; ability to plan, organize and oversee administrative and personnel programs; and knowledge of organizational structure and requirements to provide advice to commanders, unit administrators, and military members.
Education
This job does not have a qualification requirement that allows substitution of education for specialized experience.
