Summary

This position is located with HRO located on Kelly AFB in San Antonio, TX. The purpose of this position is to perform work of at least 25% in at least two but no more than four specialization areas for a total of 100%. Duties are performed to either Army (ARNG) or Air National Guard (ANG) organizations and the full-time workforce within the State.

Duties

As a HUMAN RESOURCES SPECIALIST (RECRUITMENT & PLACEMENT) (Title 5) with the Texas National Guard, your duties will include, but will not be limited to:

  • Provides advice and support to managers, supervisors, and the HRO on recruitment and placement actions for AGR Personnel. Identifies appropriate qualification standard to be applied, validates hire authority, develops position announcements, locates position applicants, develops candidate evaluation criteria, and evaluates candidate eligibility, and refers qualified candidates for selection consideration. Reviews and verifies information on requests for vacancy announcements to assure correctness. Notifies candidates of the results of their application. Accumulates and analyzes statistics concerning recruitment and placement function such as turnover rates, quit rates, promotions, hiring lag time, etc. Assist in conducting long-range planning for projected mission and/or organizational changes.
  • Provides technical guidance and procedural assistance on performance management systems, the incentive awards and suggestion programs. Develops new or modified local procedures to improve the various programs effectiveness for managers and supervisor in support of the state goals. Reviews performance standards and appraisals for regulatory compliance and analyses for trends and problem issues such as disciplinary, impact on employee morale, supervisor/managers responsibilities and legal implications. Provides coaching and counseling to managers and supervisors on performance issues such as performance improvement plans, recognition techniques and feedback on establishment of critical elements and standards. Participates as strategic partner to resolve performance problems. Ensures employees and management's due process rights are understood and procedures are followed. Administers the Incentive Awards Program involving monetary and non-monetary recognition.
  • Reviews incoming requests for classification and personnel actions through the use of an automated personnel system. Coordinates personnel actions with the appropriate Human Resources Specialists, as necessary. Researches the requests to determine if requested positions are covered by any special provisions. Assists with or implements classification releases and related manpower changes. Creation of new position descriptions (PDs) requires additional coordination with higher level such as the National Guard Bureau (NGB).
  • Determines candidate eligibility and performs qualification analysis of eligible applicants. Maintains necessary documents associated with merit placement, applicant pool, Department of Defense (DoD) Priority Placement Lists, and Over-graded Technician Listings. Analyzes and applies appropriate Title 32 (Dual Status) and Title 5 qualification standards. Reviews college diplomas, college credit hours and special licenses to ensure the qualification of candidates meet qualification standards for the occupational series and grade.
  • Initiates recruitment action and processes through established Request for Personnel Action (RPA) channels. Determines nature of action and legal authority under which action is to be processed. Establishes and certifies accuracy of rates of pay for all placement actions in accordance with federal law, OPM, NGB regulations and local policies
  • Creates RPAs that pertain to a wide variety of moderately complex personnel actions and manpower situations by determining appropriate Nature of Action, legal authority, salary, veteran's preference, required remarks, and the impact to the employee, the supervisor, and the agency. Establishes and maintains official folders, files, and reports for these efforts. Provides information services to customers and employing organizations. Responds to walk-in and telephone inquiries regarding a variety of personnel matters. Provides advice and assistance to customers.
  • Performs other duties as assigned.

CONDITIONS OF EMPLOYMENT & NOTES:

Specialized Experience:

At least one year of specialized experience at the GS-07 level with knowledge of a full range of fundamental Human Resources Management laws, principles, policies, methods and practices as applies to one or more specialty areas identified. Research and analytical techniques sufficient to provide guidance to managers/supervisors on a broad range of well-precedented or recurring problems. Analytical and problem-solving skills sufficient to locate appropriate and applicable precedents, legal documentation. Ability to interpret basic issues of fact, law, and regulations sufficient to solve moderately complex issues such as the impact of a decision in one area of HR specialization on other areas (e.g., how a settlement made through ER or LR methods may impact position management and classification in an organization). Ability to express moderately complex ideas orally and in writing. Ability to listen effectively and clarify information. Ability to analyze moderately complex operational and business problems involving issues for serviced functions. Skill in advising managers and supervisors of HR program flexibilities and recommending alternatives. Working knowledge of HR computer applications and ability to integrate new, existing, and proposed applications into the operating environment. Ability to retrieve and provide HR reports to the serviced population.
