This National Guard position is for a HUMAN RESOURCES SPECIALIST T32, Position Description Number PDD2964000 and is part of the AZ Human Resources Office ANG, National Guard.

Duties

This position is located in a state Human Resources Office (HRO) that has responsibility for servicing both Army and Air National Guard full-time personnel. The primary purpose of this position is to serve as a Human Resources Specialist in a developmental capacity. This is a developmental position leading to the next position of a Human Resources Specialist, GS-0201-11, in one or more specialized personnel areas. Duties and responsibilities of the position are essentially the same as that of the full-performance PD with the exception of additional training, supervision, guidance, and direction necessary until incumbent attains the full-performance level of experience. As level of knowledge and experience increases, level of supervision will decrease accordingly. Incumbent may be promoted to next higher grade without further competition after completion of minimum TIG (Time-in-Grade) requirement, completion of all training as indicated by manager, with recommendation of the supervisor, provided the full-performance position remains as a valid position.

  • ARIZONA AIR OR ARMY NATIONAL GUARD MEMBERSHIP IS REQUIRED. Prior to appointment into this position, selectee must be a current member of the Arizona Air National Guard, in a military position assigned to HRO.
  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
  • Selectee will be required to wear the military uniform.
  • Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
  • Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a probationary period.
  • Participation in direct deposit is mandatory.
  • Incumbent must possess and maintain a current state driver’s license.
  • Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
  • Must possess or be able to obtain and maintain a secret security clearance within 12 months of appointment.

  • Preferred incumbent has previous knowledge of HRO systems, i.e. eOPF, DCPDS, and Sharepoint.

SPECIALIZED EXPERIENCE GS-07: 1-year specialized experience must be equivalent to at least the next lower grade. Specialized experience is experience that prepared the applicant to perform the duties of the position. The applicant's educational-degree study program or military or civilian academic courses may substitute for some specialized experience. An applicant must demonstrate the specialized experience competencies (skills, knowledge, abilities and behaviors) to qualify for a position identified by its position grade and career level. Specialized experience factors encompass human resources program's business competencies, familiarity with the subject matter or processes used in human resources programs associated with DoD, U.S. Army, or U.S. Air Force.

MAJOR DUTIES: Performs developmental assignments. Performs developmental assignments of moderate difficulty where work procedures are established, and several specific guidelines exist. Work assignments consist of a series of specific and related tasks that have been selected to orient the employee in the practical application of basic occupational principles, concepts, and techniques. Assignments are combined with training to further develop analytical skills and techniques in the occupation. Assistance in solving problems is available from the supervisor or a higher-graded specialist. Performs recurring assignments. Independently performs recurring assignments of limited, but gradually increasing, difficulty and complexity. The employee is responsible for locating and selecting the most appropriate guidelines and procedures for application and making minor deviations to adapt the guidelines to specific cases. Analyzes routine problems encountered and resolves them. Refers deviations, problems, and unfamiliar situations to the supervisor for assistance. Participates in special initiatives, studies, and projects. Works with other specialists in planning and conducting special initiatives, studies, and projects. Assists in preparing reports and briefings outlining study findings and recommendations. Prepares written correspondence and other documentation. Drafts or prepares a variety of documents to include newsletter items, responses to routine inquiries, reports, letters, and other related documents. Uses automated system to effectively process personnel actions in accordance with the Guide to Processing Personnel Actions and local personnel systems checklists as required. Performs other duties as assigned.

Independently plans and carries out successive steps and handles problems and deviations in work assignments in accordance with instructions, policies, previous training, or accepted practices. Decisions are made based on subject analysis, phase, or issues involved for each assignment, and may be selected from multiple alternatives. Incumbent uses judgment in interpreting and adapting guidelines, such as agency policies, regulations, precedents, and work directions for application to specific cases or issues. Incumbent analyzes results and recommends changes. Completed work is evaluated for technical soundness, appropriateness, and conformity to policy and requirements. Supervisor or a higher-graded specialist assists in problem solving when necessary. Performs recurring assignments. Independently performs work assignments which gradually increase in difficulty and complexity. Incumbent determines the practices and procedures to use in accomplishing conventional tasks and interprets and adapts guidelines in order to resolve procedural or factual issues. Recommends solutions or a course of action for problems not covered by instructions, policies, or accepted practices as a Human Resource Specialist. The work consists of different and unrelated processes and methods requiring the employee to recognize conditions and elements that must be identified and analyzed to discern interrelationships. Searches technical literature, reports, and other reference material to locate information requested by senior personnel. Carries out special projects and participates in special initiatives and studies. Performs special assignments in support of the organization; e.g., researching policy and comparing to new or modified guidelines to assess impact; analyzing and providing substantive evaluation of data affecting program operations; developing reports and briefings outlining study findings and recommendations; preparing and coordinating reference papers and documentation to support project initiatives; presenting reports to a variety of audiences; and performing analysis and providing recommendations to resolve issues. Works with other specialists in planning and conducting studies. Remains aware of emerging technologies and professional developments to stay current in the field and for application to work assignments. Prepares written correspondence and other documentation. Drafts or prepares a variety of documents to include newsletter items, responses to routine inquiries, reports, letters, and other related documents. Uses software such as word processing, spreadsheets, program language, plotting software, etc., to facilitate work. Uses automated system to effectively process personnel actions in accordance with the Guide to Processing Personnel Actions and local personnel systems checklists as required. Performs other duties as assigned.
