Summary

About the Position: This position is located at Walter Reed National Military Medical Center in Bethesda, Maryland. Position is with the Directorate for Medicine, Office of the Director for Medicine.

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD to recruit and appoint qualified candidates to positions in the competitive service.

Duties

  • Conducts in-depth program analysis concerning all aspects of the assigned organizational unit of the Medical Treatment Facility (MTF).
  • Solves basic to complex issues by conducting research and analysis as required to create a corrective action plan.
  • Manages, monitors and ensures Joint Commission and other required inspection compliance.
  • Conducts cost benefit and cost-effective analysis, and research existing methods of program evaluation for use in the development of resources and to implement counter measures to financial risk factors.
  • Manages execution of the budget determining whether requests for funds and expenditures are proper, justified, and timely; consults the preparer on excessive, inadequate or unjustified costs.
  • Monitors and coordinates personnel matters (e.g. recruitment and placement actions, removal and suspension actions, EEO complaints, denial of within grade actions, performance management, etc.).
  • Advises supervisor of ongoing allocations that require re-budgeting due to changes in program staffing, new facilities, locations, requirements to maintain accreditation, or other situations.

  • This position has mandatory seasonal Influenza vaccination requirements and is subject to annual seasonal Influenza vaccinations unless otherwise exempted for medical or religious reasons (documentation of exemption must be provided upon hire).
  • This position requires the incumbent to have Tuberculosis testing.

Qualifications

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes working in a medical treatment facility, advising on Health Care System policy, procedures and quality of service; optimizes healthcare delivery program by identifying, analyzing, documenting issues, patterns, and trends affecting the staffing, scheduling, clinic organization, quality of care and quality of patient safety programs, and lack of standardization internal to each clinic and between clinics; preparing healthcare data quality reports/documents using various software programs; distributing and monitoring a variety of administrative taskers. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).

OR

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Hospital Administration, Public Health Administration, Business or Public Administration with course work in Health Care Administration. (Note: You must attach a copy of your transcripts.)

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
