Summary

The incumbent serves as a Health System Specialist and is assigned to the Medical Staff Office, which is under the Chief of Staff at Roseburg VAMC. The incumbent oversees all functions related to healthcare providers' professional credentials supporting all divisions of the Roseburg VAMC per VHA Credentialing and Privileging, Directives, VA Handbooks, Policies, Memos, and Notices; The Joint Commission Standards and State and Federal Regulations.

Duties

Major duties include, but are not limited to:

  • Provides consulting and guidance to local leadership and C&P employees on all matters about the facility's C&P program, including Healthcare Professionals' C&P, facility Scope of Practices, National and VISN Memorandums of Understandings (MOUs), Veterans' Administration Memorandums, VHA Requirements, Handbooks, Directives and Policies, TJC Standards, quality assurance assessments, and risk management and malpractice claim action evaluations.
  • Determines appropriate actions, including those resulting from VISN and local level reviews, as well as initial and re-credentialing processes, such as primary source verifications, reports, and data trends.
  • Identifies issues that require further review and maintain the electronic credentialing database and clinical privilege.
  • Analyzes program audit results and interprets facility quarterly report card data.
  • Researches provider credentialing requirements.
  • Contributes to the development of local policies and interprets and explains new regulatory requirements and VHA requirements.
  • Assists in developing, coordinating, and recommending changes to improve workflow in the program or section area.
  • Demonstrates expertise in the utilization of the VetPro Credentialing System, including knowledge of the credentialing and privileging process, documentation of primary source verifications, and how to audit credentialing files and reporting functions.
  • Prepares and tracks Federal and State Medical Boards reports.
  • Provides direct, technical, and administrative supervision to the employees in the VAMC's C&P Office.
  • Serves as the administrator for the National Practitioner Data Bank, Federation of Medical Boards, and Our Providers Database.
  • Ensures quality assurance in the facility's C&P Program.
  • Performs other duties as assigned.

To qualify for this position, applicants must meet the Individual Occupational Requirement (IOR). An IOR is a basic requirement that must be met in order to qualify for the GS 0671 occupational series. Education must be accredited by an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. To qualify for this occupational series, applicants must have one of the following listed below:

Undergraduate or graduate education with a major field of study such as hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration (Transcript required).OR,

Specialized experience:
Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field: This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
  • Missions, organizations, programs, and requirements of health care delivery systems.
  • Regulations and standards of various regulatory and credentialing groups; and
  • Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
In addition to meeting the Individual Occupational Requirement requirements, applicants may qualify based on experience and/or education as described below:
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of the facility's medical staff functions and C&P program operations; Interpreting C&P, as well as Staffing regulations/requirements for health care practitioners; Making informed decisions to ensure qualified health care professionals are providing appropriate care in appropriate settings; Researching data and policies to be incorporated into program directives covering new and innovative conceptual approaches and methods for enhancing the assessment of current competence and quality of care provided and identification of areas for improvement; Providing oversight and input regarding compliance with VHA policies, directives, memos, and notices; Knowledge of VetPro policies including but not limited to VetPro Data Integrity, Current Appointments and Sharing Files, Facility Security Awareness and Training, and Facility Level Access control. NOTE: Experience must be fully documented on your resume and must include job title, duties, month & year starting and ending dates AND hours worked per week. OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree OR three (3) full years of progressively higher level graduate education leading to such a degree, Or LL.M in the related field of the position to be filled (i.e., hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration). The education portion must include courses that demonstrate the knowledge, skills, and abilities necessary to do the work of this position.   • Combination: Applicants may also combine education and experience to qualify at this level. You must have an equivalent combination of successfully completed graduate level (beyond a master's degree) and specialized experience as described above to meet total experience requirements. The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do to the work of this position (i.e., hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration).
