Summary

The primary purpose of the position is to serve as a Health System Specialist (HSS) Executive Assistant under the direct supervision of the Associate Director for Patient Care Services for the Oklahoma City VA Health Care System, with Nursing Operations.

Duties

The primary purpose of this position is to provide support to health care executives by analyzing, evaluating, advising on and/or coordinating health care delivery systems and operations. Major duties include but are not limited to:

  • Provides support to the Associate Director of Patient Care Services to monitor health performance measures, administrative performance measures and manage change within each/all system/s of care.
  • Develops plans to meet or exceed the facility's Strategic Plan, priority construction projects and performance measures.
  • Develops service agreements, DoD Sharing Agreements as designated, standard operating procedures, addressing problems impacting clinical program efficiency of operations.
  • Reviews, analyzes, evaluates and makes recommendations on medical center wide budget issues and the cost effectiveness of medical center operations, including, but not limited to evaluating community care expenditures, all medical center clinical contracts, the utilization of fee staff for various operations.
  • Uses VA data systems and analytics tools such as Pyramid, Power BI, BISL, and other sources of data to provide reliable and up to date data to support decision-making tools and recommendations.
  • Prepares reports recommending program effectiveness and process efficiencies to meet VA and The Joint Commission (TJC) accreditation standards.
  • Develops management improvement programs or revised policy and procedural requirements for more effective application of various administrative management systems.
  • Prepares annual budget forecasts and oversees the preparation of submittals related to strategic planning balanced score cards, business plans and management briefings.
  • Reviews proposed organizational changes requiring establishment, consolidation, transfer, realignment, or regrouping of functions for one or more services, or sub-organizational units.

Physical Requirements: The work is primarily sedentary, although some physical effort may be required. Work is typically performed in an adequately lighted and climate-controlled office.
Promotion Potential: The selectee may be promoted to the full performance level (GS-13) without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Individual Occupational Requirement (IOR): The Health System Administration Series, 0671 has a minimum qualification entry requirement. Please select the statement below that best describes your experience and/or education to meet the individual occupational requirement for this position.
  • Administrative or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical or other service activities and provided knowledge of the following:
    • Missions, organizations, programs and requirements of health care delivery systems;
    • Regulations and standards of various regulatory and credentialing groups; and
    • Government-wide, agency and facility systems and requirements in various administrative areas such as budget, personnel and procurement. OR,
  • Education: Undergraduate and Graduate-Level Education in a major study -- hospital administration, public health administration or related fields such as business or public administration with course work in health care administration. OR,
  • Special Provision for In-service Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included:
    • Assignments providing a knowledge of basic health system administration philosophies, practices and procedures and basic government administrative policies and requirements;
    • Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and
    • Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. AND,
Specialized Experience GS-12:
To qualify at the GS 12 grade level, applicants must possess at least one (1) full year of specialized experience equivalent to the GS-11 grade level that has equipped me with the knowledge, skills and abilities to successfully perform the duties of the position and that is typically in or related to the work of a Health System Specialist position. Specialized experience includes, but is not limited to: 1)Knowledge of advanced management principles and practices related to complex care delivery systems, such that deficiencies can be identified and resolved in collaboration with a wide variety specialized medical and administrative health care professionals; 2)Skill in applying analytical and evaluative methods and techniques to issues related to the efficiency and effectiveness of program operations performed administrative, technical, and nursing service personnel and health care providers sufficient to plan and conduct projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of health care services, using both quantitative and qualitative measures; 3)Knowledge of LEAN methodologies, Just Culture, Strategic Planning, and High Reliability Principles and their application in complex care delivery systems; 4)Knowledge of Joint Commission standards, Office of the Inspector General, Government Accountability Office and Other oversight bodies; 5)Organizational skills required to plan, manage, and coordinate efforts for multiple projects and initiatives simultaneously; 6)Oral and written communication skills sufficient to prepare and present reports, findings, and recommendations involving complex ideas, novel concepts, and controversial issues implementing specific actions regarding controversial issues, or new ideas and concepts (Must be able to present ideas, reports and concepts in a clear, concise manner to inform individuals and groups); 7)Analytical skills sufficient to prepare group information, analyze data, and identify correlations and trends in organizational metrics as well as their impact on care delivery, patient experience, staff satisfaction, and quality measures. (Note: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates and hours worked per week.)

There is no educational substitution for the GS-12 or GS 13 grade levels.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

There is NO education substitution for specialized experience for the grade level requirements.
