Summary

This position reports to the Ambulatory Care Operations Director (ACOD) / Group Practice Manager (GPM). The primary purpose of the position is to provide assistance and support to the ACOD/GPM and to all ambulatory care services in the facility and related Community Based Outpatient Clinics (CBOCs) as it relates to access to care as applicable.

Duties

Major duties and responsibilities include:

  • Provides access related consultative services, working in collaboration with facility Service Lines, to review and develop guidance and policies that will facilitate standardized processes within the facility and applicable CBOCs, etc.
  • Reviews and provides input on regulations and policies for local interpretation, utilizing local group practice management and communication strategies.
  • Maintains knowledge of CPM training materials and supports fulfillment of action plans to meet CPM training requirements.
  • Works with Veteran Experience Officers within the local facility to evaluate patient and family concerns regarding the access to services needed.
  • Provides accurate data to ensure that processes and procedures developed are appropriately supported.
  • Assists in the evaluation of outpatient care patient feedback for access and quality measures at the facility.
  • Utilizes an analytics system for the collection and analysis of outpatient care patient feedback for access and quality measures.
  • Aligns local processes with planning and policies at higher levels.
  • Implements process improvement and training opportunities that support frontline employees in providing predictable, consistent and comfortable customer service experiences for Veterans, their caregivers and beneficiaries.
  • Incumbent utilizes advanced principles and strategies for access improvement to review and provide recommendations to Clinical Leads (CLs), including identifying strategies to reduce backlog.
  • Monitors existing or emerging workflow issues; monitors consult management issues and provide guidance to CLs and Administrative Leads (ALs) when required. Monitors Information Technology (IT) usage and issues and provide information or assistance to CLs as needed.
  • Works with local personnel to integrate data analytics and measures with continuous process improvement utilizing LEAN, Six Sigma, and other improvement methodologies to meet and sustain ambulatory care goals and objectives.
  • Assists clinic managers in identifying causal interrelationships between the various aspects of ambulatory care and its impact on clinical operations to achieve and sustain quality, safe, efficient, and effective ambulatory care.
  • Analyzes and interprets complex data; researches and prepares comprehensive reports.
  • Provides recommendations on facility improvements including construction, renovation, space utilization and purchase of equipment, as assigned.
  • Advises departments associated with the allocation of fiscal, personnel, equipment, and space resources. May serve on internal and external facility planning committees, as assigned.
  • Monitors, and makes recommendations to adjust plans to effectively and cost-efficiently accomplish the mission within budgetary constraints.
  • Identifies the most resource-effective procedures and product lines, determining which are provided internally or externally.
  • Performs demand/capacity analysis, templating and scheduling.
  • Monitors profile indicators to help eliminate issues with backlogs (including Recall Delinquency, Past Due Return To Clinic Orders, and Open Consults), Missed Opportunity Rates, Wait Times or Community Care options. Ensures accuracy of related services FTEE, person class assignments, labor mapping and av.
  • Monitors business and clinical analysis recommendations across service lines to determine trends and impact at the facility level.
  • Acts as a liaison or point person for communications with persons and/or groups internal or external to the facility, representing Group Practice Management on clinical access issues.
  • Promotes effective communication and optimal information flow within the clinics.
  • Utilizes or creates standardized templates for Access Reporting.
  • ADPAC and Administrative Functions Monitor and track ongoing education requirements for AOSS staff, including but not limited to assigning TMS modules, and tracking compliance.
  • Initiates the acquisition of supplies and equipment for the service, within the business rules of the VA.

Work Schedule: Full Time, Monday- Friday, 8:00am-4:30pm

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/24/2026.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. To qualify for this position, applicants must meet the Individual Occupational Requirement (IOR).

An IOR is a basic requirement that must be met in order to qualify for the GS 0671 occupational series. Education must be accredited by an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. To qualify for this occupational series, applicants must have one of the following listed below:

  • Undergraduate or graduate education with a major field of study such as hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. NOTE: Transcripts must be submitted with your application materials. ~OR~
  • Specialized Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work must have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems;(2) Regulations and standards of various regulatory and credentialing groups; and(3) Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. ~OR~
  • Special Provision for Inservice Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. NOTE: documentation of training program as proof to support your answers. Such a training program must have been conducted in an operating health care system and included:
    • Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements;
    • Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and
    • Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program.
In addition to meeting both the IOR and Time-In-grade, you must meet the experience as described below:

GS-12 Specialized Experience: You must have one (1) year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Specialized experience includes but is not limited to: Provide full staff assistance on administrative matters affecting patient care and organizational policy and serve as a staff member directly supporting the top management team responsible for planning, organizing, developing, directing, and evaluating operations; Use advanced quantitative and qualitative methods and techniques to analyze data/ information; formulate findings, conclusions, and recommendations; Plan and accomplish special projects and perform staff support work in short and long range planning efforts; Apply the principles and practices of health care management in directing or supporting a health care delivery system.

Physical Requirements: The work is primarily sedentary and does not require special physical demands. The incumbent sits comfortably to do the work. However; there may be walking, standing, or carrying of light items such as manuals and files. Normal safety precautions and practices are required for working in a healthcare environment. This position requires emotional ability to deal effectively with multi-tasking and high volume of patient flow.
