Summary

The Health System Specialist (Business Manager) has full line responsibility for a wide range of administrative functions relating to the Community Living Center (CLC). Business Manager has administrative management and responsibility for supervising and mentoring Program Support Assistants and Medical Support Assistants in the CLC. The Health System Specialist (Business Manager) reports to the CLC Chief.

Duties

The Health System Specialist is expected to have a broad knowledge of healthcare management systems and principles relating to these areas. To accomplish these functions the Health System Specialist must adopt the principles, practices, processes, and techniques common to any general administrative situation to the specialized requirements of the Service. The Business Manager has responsibility for input into decision-making and implementing decisions affecting the Service.

The Health System Specialist (Business Manager) is responsible for providing input into strategic planning, budgetary oversight, cost containment and the administrative management structure to support a comprehensive patient care delivery system. This structure supports the Service which provides a full continuum of health care services in the CLC. The Health System Specialist (Business Manager) directs a variety of sections in order to provide effective support to the Service.

The Health System Specialist is responsible for the Service resource management to include utilization and allocation of human resources, equipment, budget, information and records management, and tracking data to implement performance measures to provide ongoing assessments of service quality, administrative proficiency and cost effectiveness. The Health System Specialist (Business Manager) works with the Service Chief to identify the Service budget needs and negotiates with management to arrive at appropriate funding levels that make the most effective use of resources in accomplishing the Service needs and those of the San Francisco VA Medical Center. The Health System Specialist (Business Manager) serves as an expert for matters related to data capture the use of spreadsheets, and graphical software to help organize, analyze and apply data for managerial and clinical purposes.

The Health System Specialist performs duties under the general supervision and guidance of the CLC Service Chief. The Health System Specialist (Business Manager) makes decisions/determinations based on modern healthcare practice within the framework of applicable laws, regulations, policies and community standards. The Health System Specialist (Business Manager) under guidance of the CLC Service Chief will establish priorities for personnel, services, supplies, equipment and allocating funds to the proper cost centers. The Health System Specialist is responsible for settling disputes over resources which arise between the CLC Service and other Services or VISN.

Work Schedule: Monday-Friday 7:30am-4:00pm or as determined by supervisor.

Additional information

Participation in the seasonal influenza program is a requirement for all Department of Veterans Affairs Health Care Personnel (HCP). It is a requirement that all HCP to receive annual seasonal influenza vaccination or obtain an exemption for medical or religious reasons. Wearing a face mask is required when an exemption to the influenza vaccination has been granted. HCP in violation of this directive may face disciplinary action up to and including removal from federal service. HCP are individuals who, during the influenza season, work in VHA locations or who come into contact with VA patients or other HCP as part of their duties. VHA locations include, but are not limited to, VA hospitals and associated clinics, community living centers (CLCs), community-based outpatient clinics (CBOCs), domiciliary units, Vet centers and VA-leased medical facilities. HCP include all VA licensed and unlicensed, clinical and administrative, remote and onsite, paid and without compensation, full- and part-time employees, intermittent employees, fee basis employees, VA contractors, researchers, volunteers and health professions trainees (HPTs) who are expected to perform any or all of their work at these facilities. HPTs may be paid or unpaid and include residents, interns, fellows and students. HCP also includes VHA personnel providing home-based care to Veterans and drivers and other personnel whose duties put them in contact with patients outside VA medical facilities.

Pursuant to VHA Directive 1193.01, VHA health care personnel (HCP) are required to be fully vaccinated against COVID-19 subject to such accommodations as required by law (i.e., medical, religious or pregnancy). VHA HCPs do not include remote workers who only infrequently enter VHA locations. If selected, you will be required to be fully vaccinated against COVID-19 and submit documentation of proof of vaccination before your start date.
