Duties
Duties of the Health System Specialist (Executive Assistant) include but are not limited to the following:
- Cooperatively works with all departments within VARHS, other VA Facilities, the VISN, and external organizations to support the business of the Associate Director's office. The EA/AD has direct dealings with officials at the local, VISN, and Headquarters levels to ensure proper coordination and compliance of the Roseburg VA Medical Center activities.
- Works closely with service chiefs and administrative support personnel in each of the administrative services to allow for the sharing of information and ideas.
- Provides assistance and coordination for the development and implementation of Medical Center special projects that cross departmental lines of authority, at the request of Medical Center management.
- Coordinates development, submission, implementation, and tracking of the special priority initiatives within VARHS, and externally with the VISN and VACO. Coordinates completion of VACO, VISN and internal suspense items.
- Requires a thorough knowledge of facility programs and systems, and the ability to develop and implement these programs, utilizing all available resources.
- Serves as the Committee Manager for Resource Council and Environment of Care Committee.
- Audits employee competency folders for the administrative services of the organization.
- Has regular access to printed and electronic files containing sensitive information which must be protected under the provisions of the Privacy Act or 1974 and other applicable laws and regulations.
- Responsible for, and supervises all administrative functions inherent in the Office of the Associate Director.
- Prepares Executive Leadership Board reports for Associate Director
- Develops background information and upon request composes drafts to be presented at various meetings by the Associate Director. Prepares correspondence for the Director and Associate Director.
- Drafts Medical Center Memorandum (MCM). Coordinates revisions and updates of MCM's under Associate Directors Office, including
writing revisions/updates.
- Handles patient/guest related complaints and problems which require tact, diplomacy, understanding of the medical center operation and function, and ability to communicate with people of diverse educational backgrounds.
- Prepares special contribution awards and presentations.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/25/2025.
(Temporary Promotion applicants) Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. The grade may have been in any occupation, but must have been held in the Federal service. For a GS-11 position you must have served 52 weeks at the GS-9. For a GS-12 position you must have served 52 weeks at the GS-11.
An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
You may qualify based on your experience and/or education as described below:
Individual Occupational Requirements (IOR): The Health System Specialist 0671 occupational series requires specific experience to be met in order to be appointed into a position of this series. This IOR is set by the Office of Personnel Management (OPM) and includes:
- Undergraduate and Graduate Education: Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.
OR,
- Specialized Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
- Missions, organizations, programs, and requirements of health care delivery systems;
- Regulations and standards of various regulatory and credentialing groups; and
- Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
OR,
- Special Provision for In-service Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included:
- Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements;
- Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and
- Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program.
In addition to the Individual Occupation Requirements above, applicants must also meet the experience and/or education requirements as described below if applying for a temporary promotion:
Minimum Qualifications, GS-11:
- Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Performing personnel management and administration responsibilities with varied functions and activities; monitoring or assisting with processes and programs to ensure efficient functioning; applying knowledge of policies, regulations, and guidelines pertaining to the effective operation of a program; and preparing reports and/or written correspondence.
OR,
- Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree OR three full years of progressively higher-level graduate education leading to such a degree that is related to this position OR LL.M., if related. Your education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent one year of full-time study; if that number cannot be obtained from the transcript, 18 semester hours will be considered as one full academic year of graduate study. Note: Transcripts required.
OR,
- Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the first 18 semester hours and specialized experience as described above in order to qualify. Note: Transcripts required.
Minimum Qualifications, GS-12:
- Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade, GS-11, in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Performing personnel management and administration responsibilities with varied functions and activities; developing, implementing and monitoring processes and programs to ensure efficient functioning; analyzing data and applying management principles and analytic technique to make recommendations to resolve issues and improve operations; applying knowledge of policies, regulations, and guidelines pertaining to the effective operation of a program; and preparing reports and/or written correspondence.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note:
A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work is sedentary requiring walking and standing. Work is performed in a typical office setting within the medical center. Frequent visits to various points throughout the Medical Center occur on a daily basis. Periodic travel to meetings, conferences, etc. may be required.

Wearing a face mask is required when an exemption to the influenza vaccination has been granted. HCP in violation of this directive may face disciplinary action up to and including removal from federal service. HCP are individuals who, during the influenza season, work in VHA locations or who come into contact with VA patients or other HCP as part of their duties. VHA locations include, but are not limited to, VA hospitals and associated clinics, community living centers (CLCs), community-based outpatient clinics (CBOCs), domiciliary units, Vet centers and VA-leased medical facilities.
