You may qualify based on your experience as described below:
Specialized Experience GS-09: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Plan, organize and coordinate programs aligned to meet organization goals; Effective written and oral communication skills with experience making submissions to departmental supervisors and managers; Experience with data analysis and background research including collecting baseline data, identifying data limits and solutions, pulling, isolating and manipulating data from different sources to identify root causes
OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Masters or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a related field of hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.
OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond completed graduate level education (beyond the first year) and specialized experience as described above, to meet the total experience requirements.
Specialized Experience GS-11: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to Experience providing in-person training to staff and arranging training needs for departmental employees; Experience providing performance improvement techniques and developing recommendations to senior leaders to resolve issues; Experience with data analysis and background research including collecting baseline data, identifying data limits and solutions, pulling, isolating and manipulating data from different sources to identify root causes
OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree OR three (3) full years of progressively higher level graduate education leading to such a degree, Or LL.M in the related field of hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.
OR
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond completed graduate level education (beyond a masters degree) and specialized experience as described above, to meet the total experience requirements.
Specialized Experience GS-12: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience managing projects; Utilizing surveys to conduct administrative training needs; Experience providing performance improvement techniques and developing recommendations to senior leaders to resolve issues; Maintain effective working relationships with management, supervisors and employees; Experience with data analysis and background research including collecting baseline data, identifying data limits and solutions, pulling, isolating and manipulating data from different sources to identify root causes
There is no educational substitution at this grade level.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note:
A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
