Summary

About the Position: Serves as a Health System Specialist (Physical Evaluation Board Liaison) performing duties in support of the Medical Treatment Facility (MTF) and its geographic area of responsibility. This position is located with the Keller Army Health Center SSO Stand-Alone MTF West Point, NY.

Duties

  • Counsel military personnel from all branches of the uniformed services, retirees and families being processed through the Army Physical Disability Evaluation System (APDES).
  • Guide Service Members throughout their board process to ensure understanding and compliance within the APDES timeline.
  • Maintain job related databases and websites on a regular basis.
  • Provide information on the rights and benefits of personnel, retirees, and/or discharged for physical disabilities with or without severance pay.
  • Refer personnel to appropriate agencies to obtain counseling/guidance on benefits provided by the Department of Labor, Social Security Administration, and Veterans Affairs.
  • Train installation leadership on issues relevant to Army Physical Disability Evaluation System (APDES).

  • INCUMBENT MUST SUCCESSFULLY COMPLETE THE 6I-F4/340-F3 TRAINING AND CERTIFICATION COURSE WITHIN 180 DAYS OF THEIR APPOINTMENT AND ANNUALLY THEREAFTER.
  • Acceptance of the PEBLO position must successfully complete the PEBLO Distance Learning Course or attend the 40-hour Resident PEBLO Course offered by the Army Medical Department Center and School, within 180 days after accepting the position.
  • This position has a mandatory seasonal influenza vaccination requirement and is therefore subject to annual seasonal influenza vaccinations.
  • Position requires an Immunization Screening.
  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. SPECIALIZED EXPERIENCE:
One year of specialized experience which includes: 1. advising personnel on benefits processes; 2. scheduling appointments pertaining to medical evaluations; and 3. providing assistance throughout phases of medical evaluation process.

The OPM Qualification Standard provides the following examples: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
- Missions, organizations, programs, and requirements of health care delivery systems;
- Regulations and standards of various regulatory and credentialing groups; and
- Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., with a major study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. (NOTE: You must attach a copy of your transcripts.)
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. (NOTE: You must attach a copy of your transcripts.)

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
