Summary

The Health System Specialist serves as an expert whose practice encompasses a wide range of responsibility and accountability. Demonstrates leadership in planning, implementing, evaluating, and improving facility-wide performance improvement programs ensuring compliance with the Medical Center and nationally recognized standards. The QM/System Redesign Specialist is responsible for delivering Performance Improvement techniques to a broad array of services throughout the Medical Center.

Duties

The Quality Management (QM) Health Systems Specialist (Systems Redesign) provides administrative, technical and analytical guidance to the medical center-wide Quality Management and Performance Improvement Programs. The QM/Systems Redesign Specialist demonstrates expertise in topics pertaining to process improvement and advises, consults, and teaches staff at all levels in the medical center. The QM/Systems Redesign Specialist has a high degree of leadership, motivation, self-direction and initiative in quality management activities.

Major duties for the Health System Specialist include (but are not limited to):

  • Incumbent conducts extensive data collecting, display, and analysis throughout the medical center on process improvement and quality management.
  • Facilitates, coaches, and trains audiences at all levels of the organizations throughout the lifecycle of a performance improvement plans and/or projects. Delivers classroom instruction about Lean, Systems Redesign or other improvement methodologies tools and techniques to all levels of the organization.
  • The incumbent supports all aspects of the Process Improvement Program and Quality Management requirements to ensure compliance to external reviews such as the Joint Commission (TJC), Continuous Readiness Reviews and Office of Inspector General (OIG) reviews.
  • Incumbent identifies clinical and administrative areas that are need of improvement and notifies and coordinates with managers of deficient areas, corrective action plans and follows issues to completion of corrective actions. Identifies metrics performing below benchmarked standards or falling below the upper or lower control limits of a statistically controlled models such as SAIL.
  • The incumbent strictly adheres to the highest level of confidentiality. Safeguards office discussions, practitioner information, patient information, and other sensitive and confidential information.
  • Leads, mentors and coaches a team of subject matter experts, front line staff and leadership through a rigorous and defined project management process utilizing multiple tools from Lean, Lean VATAMCCS and other performance improvement disciplines to further define the current state of the process
  • Acts as performance improvement leads for healthcare, operational and performance improvements impacting patient care delivery systems and functions throughout the medical center.
  • Pulls, isolates and interprets data to identify root causes of a performance issue. Develops statistical models to measure success of performance improvement actions.
  • The incumbent provides support to all functions of the Veterans Healthcare Administration (VHA) National Improvement Office (NIO) activities and requirements.
  • Acts as performance improvement lead for healthcare, operational and performance improvements impacting patient care delivery systems and functions throughout the medical center.
  • Performs other duties as assigned.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement.

GS-12 grade level: One year of specialized experience (equivalent to the GS-11 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:

  • Missions, organizations, programs, and requirements of health care delivery systems;
  • Regulations and standards of various regulatory and credentialing groups; and
  • Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
The occupational series 671 includes an Individual Occupational requirement (IOR). Candidates may not hold a position in this series without meeting one of the IOR requirements established by ORM.
  • Undergraduate or graduate education in a major field of study hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.
  • Specialized experience in missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
There is no educational substitution for the GS-12 level.
