Area of Consideration - 1st: Current, Permanent, VA Caribbean Healthcare System San Juan employees including employees of the Veterans Canteen Service (VCS) and Community Based Outpatient Clinics. 2nd: Current, Permanent, VA Nationwide employees and 3rd rest of US Public.
Duties
Duties include but are not limited to:
- Checks and performs calibration of technical ophthalmology screening instruments.
- Serves as liaison between the Ophthalmologist, Optometrist, Eye Clinic Personnel, Licensed Opticians, Patients and VA System.
- Receives the patient and prepares them the eye exam, including Chief Complaint, physical history reason for visit, pertinent signs and symptoms, current medication allergies, past ocular and general medical history, family history ocular and general medical history, review or Indication and allergies, including current ocular prescriptions and nonprescription medications.
- Performs basic refractometry utilizing an auto refraction or habitual glass prescription in the phoropter.
- Instills eye medications (eyedrops or ointments, including anesthetics, dye, dilating eyedrops, cycloplegic drops, or antibiotics)
- Measures intraocular pressure with standard techniques, including Goldmann application tonometry and Tonopen performs pachymetry 10 determine corneal thickness and manual or automated keratogenic and corneal topography detinning corneal curvature.
Work Schedule: 8:30 AM to 5:30 (Monday through Friday) ***An alternate schedule could be required based on the needs of the service***

Basic Requirements
- United States Citizenship
- English Language Proficiency: Health Technicians (Ophthalmology) must be proficient in spoken and written English as required by 38 U.S.C. 7402(d) and 38 U.S.C. 7407(d).
- Experience and Education
- Experience: One year of experience in a health care field, such as but not limited to nursing, medical assistant, or health technician. OR
- Education: Two years above high school with a minimum of six semester hours directly related to a health care field or associate's degree in a health care related degree. OR
- Experience/Education Combination: Equivalent combinations of experience and education are qualifying. Examples are listed below:
- Six months of experience in the health care field; and one year above high school; or
- Six months of experience in the health care field and successful completion of a course for health care technicians, hospital corpsmen, medical service specialists, or ophthalmology technicians given by the U.S. Armed Forces; or
- Six months of experience in the health care field and completion of an independent study course in Ophthalmic Medical Assisting.
- Certification: All applicants must be certified as a Certified Ophthalmic Assistant (COA) with the Joint Commission on Allied Health Personnel in Ophthalmology (JCAHPO). The COA certification is JCAHPO's entry-level certification examination for a Health Technician (Ophthalmology).
- Exception: Non-certified applicants who otherwise meet the minimum qualification requirements may be appointed as a graduate Health Technician (Ophthalmology) under the authority of 38 U.S.C. 7405(c)(2)(B). The appointing official may waive the requirement of certification for a period not to exceed two years for a Health Technician (Ophthalmology) that provides care under the supervision of an Ophthalmologist. The exception only applies below the full performance level. For grade levels at or above the full performance level the candidate must be certified. Failure to obtain COA certification during that period is justification for termination of the temporary appointment and may result in termination of employment.
- Selective Placement Factor (SPF) for locations in Puerto Rico- This position includes a skill, knowledge, ability or other worker characteristic basic to -and essential for- satisfactory performance of the job. Selective Placement Factors are a prerequisite to appointment and represent minimum requirements for a position. Applicants who do not meet it are ineligible for further consideration. Evidence of the Selective Placement Factor must be reflected in your resume. The SPF for this position is: In addition to the English Language Proficiency, you must also be proficient in basic written and spoken Spanish in order to perform the duties of this position.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grade Determinations: In addition to meeting the basic requirements stated above, the following qualifications criteria must be met in determining the appropriate grade assignment of candidates.
GS-05 (Entry Level)
- Experience or Education: None beyond the basic requirements.
GS-06 (Developmental Level 1)
- Experience: One year of experience equivalent to the GS-05 grade level.
In addition to the experience above, the candidate must demonstrate all of the following Demonstrated Knowledge, Skills, and Abilities (KSAs) at this grade level:
- Knowledge of general outpatient clinical policies and procedures in a healthcare environment;
- Ability to obtain, document and record demographic and medical information from patients in order to develop an accurate medical record;
- Ability to use basic ophthalmic equipment; and
- Knowledge of basic disinfection of non-critical reusable medical equipment.
GS-07 (Developmental Level 2)
- Experience: One year of experience equivalent to the GS-06 grade level.
In addition to the experience above, the candidate must demonstrate all of the following Demonstrated Knowledge, Skills, and Abilities (KSAs) at this grade level:
- Knowledge of anatomy and function of the eye and basic ocular pharmacology;
- Knowledge of outpatient eye care policies and procedures in a health care environment;
- Ability to use basic ophthalmic diagnostic equipment to perform preliminary ocular testing;
- Ability to perform minor extraocular surgical assisting; and
- Ability to provide eye care patient education.
GS-08 (Full Performance Level)
- Experience: One year of experience equivalent to the GS-07 grade level.
- Certification: Certified Ophthalmic Assistant (COA) with the Joint Commission on Allied Health Personnel in Ophthalmology (JCAHPO).
In addition to the experience above, the candidate must demonstrate all of the following Demonstrated Knowledge, Skills, and Abilities (KSAs) at this grade level:
- Ability to perform advanced tonometry and pupil evaluation;
- Ability to perform calculations for selection of intraocular lens;
- Knowledge of clinic based ophthalmic surgical assisting;
- Knowledge of eye anatomy and physiology;
- Knowledge of medication effects and proper instillation in the eye;
- Knowledge of optics; and
- Knowledge of proper cleaning and maintenance of clinic equipment.

The full performance level of this vacancy is
GS-08. The actual grade at which an applicant may be selected for this vacancy is in the range of
GS-05 to
GS-08.
Physical Requirements: This position requires: light to moderate lifting (15 - 44 lbs.); light carrying (15 lbs. and under); reaching above shoulder; use of fingers; both hands required; walking (up to 2 hours); standing (up to 2 hours); kneeling (up to 1 hour); ability for rapid mental and muscular coordination simultaneously; near vision correctable at 13" to 16"; far vision correctable in one eye to 20/20 and to 20/40 in the other; depth perception; ability to distinguish basic colors; ability to distinguish shades of colors; hearing (aid permitted); emotional stability; mental stability; working closely with others; and working alone.
