Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-5 position you must have served 52 weeks at the GS-4. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below:
SPECIALIZED EXPERIENCE: : Must have one (1) full year of specialized experience equivalent to the next lower grade (GS-4) in Federal service that equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. Specialized experience includes: knowledge performing veni-puncture and other specialized collections according to guidelines; customer service skills to address problem-solving; Phlebotomy work experience to include drawing blood, accessioning and electronic records; and proficiency in and knowledge of specialized lab tasks including wide range of different tests, types of tubes, etc. Note: Evidence of specialized experience must be supported by detailed documentation of duties performed in positions held on your resume. You must provide work experience information such as hours per week, salary, and starting/ending dates of employment (month and year format) to establish you have one (1) full year of Specialized Experience at or comparable to the required grade level.
OR
EDUCATION: Successfully completed a full four-year course of study leading to a Bachelor's degree, with a major study or at least 24 semester hours in subjects directly related to this position. Transcripts (unofficial or official) must be submitted with application.

COMBINATION EDUCATION AND EXPERIENCE: A combination of successfully completed post-high school education (beyond the 2nd year) AND specialized experience which meet the total experience requirements for this grade level. Transcripts (unofficial or official) must be submitted with application.

Note:
A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work requires extensive and recurring physical exertion such as standing for long periods of time, bending, lifting, walking, stooping and stretching. The work requires manual dexterity and a large degree of concentration.
Work Environment: The work is performed in a medical laboratory with daily exposure to patients and
materials carrying infectious diseases and hazardous chemicals. Proper precautions are practiced. The employee has the potential to be exposed to communicable disease. The work involves regular and recurring moderate risks or discomforts which require special safety precautions, e.g., working around carts, or machines; with biohazardous samples, contagious diseases or irritant chemicals, and some risk of
needle stick. Employees are required to use protective clothing or gear such as masks, gowns, coats, goggles, gloves or shields to biohazard risks.
