Summary

The incumbent will function in the role of a Health Technician within the Primary Care Division. The general duties of the Health Technician range from front to back office duties, primarily direct patient care activities but can include a range of clerical, technical, administrative and general clinic support functions.

Duties

Major Duties include but is not limited to:

  • Assists medical and nursing providers when performing medical & diagnostic examinations by assisting with duties such as monitoring vital signs, collecting biometrics, preparing and positioning the patient, completing the history and reminders, or by performing a variety of routine diagnostic tests
  • Takes and records measurements and vital signs
  • Obtains and labels specimens to include clean catch urine specimens or sterile specimens
  • Draws and labels, and packages specimens for the laboratory
  • Performs routine diagnostic tests such as venipuncture, bladder scan, ultrasound, glucometer, pregnancy testing, urinary tract infection testing and electrocardiograms, as directed by the physician or professional nurse
  • Assists the physician in a variety of diagnostic examinations
  • Performs patient care procedures such as collection of specimens, applying dressings, adjusting simple supportive equipment
  • Performs simple procedures such as collection of blood samples or other fluid samples from ambulatory patients and application of sterile dressings to uncomplicated wounds
  • Takes care of patients' routine care and comfort needs including personal hygiene, physical comfort, well-being, positioning, nutrition, elimination, prevention of skin breakdown, safety and falls prevention, etc.
  • Observes and reports to the health professional changes in patient behavior, attitude, bodily complaints, and appearance
  • Performs simple treatment procedures such as changing sterile dressings; applying or removing binders, arm slings, dressing, and bandages
  • Observes patients for change in condition (deviation in color, pulse, respiration, temperature, and blood pressure) and reports them to the healthcare professional
  • Enters patient information using commonly used medical terminology such as terms of tests, diet changes, or test results
  • Performs patient charting using standard medical terminology for the human body, physical and emotional reactions, nursing care, and contraindications to medications, etc.
  • Enters information regarding the care rendered and condition and progress of the patient
  • Completes all reminders
  • Teaches patients and family members the necessity to continue good health maintenance, personal hygiene & self-care behaviors
  • Assists with teaching general health care topics, such as reminding patients of the importance of following a medical/ health care regime, reinforcing teaching and encouraging self-care activities within the patients' capacities
  • Performs a variety of receptionist, record keeping, and miscellaneous duties in a general medical facility
  • Receives visitors, answers the telephone, and refers calls to appropriate staff or records messages
  • Schedules appointments and procedures
  • Plans, organizes and coordinates activities of the office
  • Obtains all available medical documentation prior to patient's arrival for appointments, treatments, or test procedures
  • Instructs patient on standard procedures required prior to visits and obtains medical release forms
  • Orients providers and new personnel to the clinical area including the proper procedure for requesting medical tests and the requirement for completion of exams
  • Participates in orientation of residents and new staff by explaining the roles of the healthcare team, assisting them with navigation of VA systems, and assigns them patients and rooms
  • Performs direct patient support work to include collecting information from patients, providing personal patient care, and educating patients on pre-testing and post procedure activities
  • Other duties may be assigned that are consistent with the Health Technician role.

Work Schedule: Monday - Friday, 7:00 am to 5:30 pm PST

In addition to meeting the English Language Proficiency, you may qualify based on your experience/education as described below:
  • Specialized Experience: One year of specialized experience (equivalent to the GS-04 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Positions in this series range widely in type and include support duties to medical or health personnel such as audiologists, speech pathologists, medical officers, and optometrists. Therefore, technician experience is experience that required application of the knowledge, methods, and techniques of the position to be filled. Qualifying specialized experience includes: Phlebotomy experience; Assists doctors and nurses in performance of diagnostic examinations by performing duties such as monitoring vital signs, completing history and reminders, or by performing routine diagnostic test; Monitor patients for changes in condition to ( deviation in color, pulse, respiration, temperature, and blood pressure) reporting any abnormal behavior to medical provider or RN; Enters specific information into the patients' medical record using standard approved medical terminology or the human body, physical and emotional reactions, nursing care, and contraindications to medications, etc.; Assist with teaching general health care topics such as reminding patient of the importance of following medical/health care regime, reinforcing teaching and encouraging self-care activities within the patients capacities as outlined in the Primary Care Providers and Nurse Care Manager plan; Review medical records checking for accuracy, completeness and compliance with regulatory compliance. NOTE: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position AND the number of hours a week spent in such employment.

  • Education: Applicants may substitute educationfour (4) years of education above the high school level leading to a bachelor's degree with major study or at least 24 semester hours in subjects directly related to the position. This education must have been obtained in an accredited business or technical school, junior college, college or university for which high school graduation or the equivalent is the normal prerequisite. (Transcripts Required).

OR
  • Combination Specialized Experience and Education: Applicants may also combinesuccessfully completed post-high school education (beyond the second year and/or 60 semester hours) and specialized experience, as described above, which meet the total qualification requirements for this grade level. This education must have been obtained at an accredited business, secretarial or technical school, junior college, college or university. For example: an applicant has 8 months of GS-4 level specialized experience and 80 semester hours of college. The applicant meets 67 percent of the required experience and 33 percent of the required education (i.e., 20 semester hours in excess of the first 60 semester hours). The applicant meets 100 percent of the total requirements and is qualified for the position. (Transcripts Required).

To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-XX. For example, an applicant who has 9 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position A transcript must be submitted with your application if you are basing all or part of your qualifications on education.
