ENGLISH LANGUAGE PROFICIENCY: In accordance with 38 U.S.C. 7402(d), No person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. You must be proficient in basic written and spoken English in order to meet the requirements of this position.
In addition to meeting the English Language Proficiency, you may qualify based on your experience/education as described below:
- Specialized Experience: One year of specialized experience (equivalent to the GS-04 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Positions in this series range widely in type and include support duties to medical or health personnel such as audiologists, speech pathologists, medical officers, and optometrists. Therefore, technician experience is experience that required application of the knowledge, methods, and techniques of the position to be filled. Qualifying specialized experience includes: Phlebotomy experience; Assists doctors and nurses in performance of diagnostic examinations by performing duties such as monitoring vital signs, completing history and reminders, or by performing routine diagnostic test; Monitor patients for changes in condition to ( deviation in color, pulse, respiration, temperature, and blood pressure) reporting any abnormal behavior to medical provider or RN; Enters specific information into the patients' medical record using standard approved medical terminology or the human body, physical and emotional reactions, nursing care, and contraindications to medications, etc.; Assist with teaching general health care topics such as reminding patient of the importance of following medical/health care regime, reinforcing teaching and encouraging self-care activities within the patients capacities as outlined in the Primary Care Providers and Nurse Care Manager plan; Review medical records checking for accuracy, completeness and compliance with regulatory compliance. NOTE: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position AND the number of hours a week spent in such employment.

- Education: Applicants may substitute educationfour (4) years of education above the high school level leading to a bachelor's degree with major study or at least 24 semester hours in subjects directly related to the position. This education must have been obtained in an accredited business or technical school, junior college, college or university for which high school graduation or the equivalent is the normal prerequisite. (Transcripts Required).
OR
- Combination Specialized Experience and Education: Applicants may also combinesuccessfully completed post-high school education (beyond the second year and/or 60 semester hours) and specialized experience, as described above, which meet the total qualification requirements for this grade level. This education must have been obtained at an accredited business, secretarial or technical school, junior college, college or university. For example: an applicant has 8 months of GS-4 level specialized experience and 80 semester hours of college. The applicant meets 67 percent of the required experience and 33 percent of the required education (i.e., 20 semester hours in excess of the first 60 semester hours). The applicant meets 100 percent of the total requirements and is qualified for the position. (Transcripts Required).
To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-XX. For example, an applicant who has 9 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position A transcript must be submitted with your application if you are basing all or part of your qualifications on education.
Preferred Experience: Phlebotomy experience

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
