Summary

The Tibor Rubin VA Medical Center is recruiting for one (1) Healthcare Engineer assigned to the Engineering Service. The primary purpose of the position is to serve as a Healthcare Engineer in the Projects & Construction Management section, under the supervision of the Supervisory Design Management Healthcare Engineer.

Duties

The incumbent is responsible for all aspects of the construction projects assigned. Duties include but are not limited to the following:

  • Provide professional engineering/architectural advice i.e., building and safety code, research and/or interpretation, feasibility assessments and/or recommendations.
  • Perform formal project administration work, report preparations and project applications.
  • Perform construction administration i.e., phasing, approval of submittals, payments, final inspection, acceptance and close-out.
  • Utilize a computer, software applications and/or update data for process improvement into various portals.
  • Perform or direct surveys and investigations to initiate design, evaluate baseline data develop process improvement concepts and perform complex technical calculations.
  • Provide professional engineering advice to peers, subordinates or managers on process improvements.
  • Review or direct the review of plans, specifications and analyses of design as submitted by subordinate engineers, contractors and/or other VA employees.
  • Provide professional oversight and/or project management for construction, maintenance or process improvement efforts.
  • Perform scheduling and/or layout of operations, inspection and/or surveillance of materials, methods and/or equipment used in projects.
  • Prepare correspondence, technical reports, estimates, fact sheets, status reports and/or schedules as required to complete project assignments.
  • Evaluate shop drawings, samples and/or material certifications recommending approval, rejection or receipt for contract and performance requirements.
  • Establish design criteria for contractors.
  • Develop in-house designs, provide drawings, specifications, detailed cost estimates, manufacture cut sheets, and/or other construction documents that are fully compliant with building codes and safety standards.
  • Establish design and construction standards and ensure AE and/or contractor adherence with VA standards.
  • Lead contractor site investigations, design review meetings and/or pre-bid construction walks.
  • Direct contractor in preparation of change order documents.
Work Schedule: Full-Time, Monday thru Friday, 7:30am - 4:00pm

Physical Requirements: The work is primarily sedentary, although some physical effort may be required, e.g., walking, standing, carrying light items such as manuals or briefcases, or driving or traveling by motor vehicle.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.

Basic Requirements:
  • United States Citizenship. Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • English Language Proficiency. Healthcare Engineer candidates must be proficient in spoken and written English in accordance with 38 U. S. C. 7403(f).
  • Education.
    • Bachelor's degree or higher in Engineering or Architecture. T be acceptable, the curriculum must be from a school with at least one curriculum accredited by the Accreditation Board for Engineering and Technology, Engineering Accreditation Commission (excludes engineering technology) or National Council of Architectural Registration Boards curriculum. Examples of acceptable engineering and architectural degrees include, but are not limited to: Electrical Engineering, Mechanical Engineering, Structural Engineering, Biomedical Engineering, Civil Engineering, Architectural Engineering, and Architecture. Titles may vary from educational institutions and change over time; OR
    • Evidence f passing the Fundamentals of Engineering Examination with a bachelor's degree. Evidence can be in the form of an Engineering in Training certificate issued from any State, the District of Columbia, Guam or Puerto Rico, or test results from the National Council of Examiners for Engineering and Surveying (NCEES) identifying a passing score; OR
    • Evidence f current professional registration or licensure as a Professional Engineer or Architect. Evidence f current professional registration or licensure can be from any State, the District of Columbia, Guam, or Puerto Rico.
    • *Grandfathering Provision. May qualify based n being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
    • Foreign Education. T be creditable, engineering, architecture or related education completed outside the U.S. must be submitted to a private organization that specializes in the interpretation of foreign educational credentials and such education must have been deemed at least equivalent to a Bachelor's degree as outlined under education.
  • Physical Requirements. May be required to undergo and pass a pre-employment physical and Occupational Health Service requirements.
Grade DeterminationGS-07 Experience. Basic education requirements.

GS-09 Experience or Education. Candidates at this level must meet on of the following:
  • One (1) or more years of experience equivalent to the next lower level. This experience must demonstrate the knowledge, kills, and abilities listed below; OR
  • Master of Engineering degree, Master of Architecture degree, or Master of Science degree in Engineering or related field of study; OR
  • Bachelor's degree outlined in the basic requirements, plus two (2) full years of progressively higher-level graduate education in a related field of study; provided the applicant's total background demonstrates the core competencies for GS-09 level assignment.
In addition to the experience or education above, the candidate must demonstrate the following knowledge, skills, and abilities (KSAs):
  1. Knowledge of the principles, theories, concepts, and practices of the Engineering profession.
  2. Ability to interpret relevant codes, regulations, guidelines, and standards, and make recommendations to ensure compliance with medical center programs.
  3. Ability to understand the operational needs of clinical services in the health care system.
  4. Ability to prepare material on current technical topics and trends, for presentation to other technical staff and mid-level hospital management, and the ability to keep abreast of changes in technology.
GS-11 Experience or Education. Candidates at this level must meet on of the following:
  • One (1) or more years of experience equivalent to the next lower level. This experience must demonstrate the knowledge, kills, and abilities listed below; OR
  • Ph.D. or equivalent doctoral degree in Engineering, or a related field of engineering, as outlined in the basic requirements; OR
  • Bachelor's degree, plus three (3) full years of progressively higher-level graduate education in a related field of study, as outlined in the basic requirements.
In addition to the experience or education above, the candidate must demonstrate the following knowledge, skills, and abilities (KSAs):
  1. Knowledge of either mechanical, electrical, structural, civil, or other engineering /architectural principles, practices, and their applications in the healthcare environment.
  2. Knowledge of basic program and project management principles, as applied to the healthcare setting and effective implementation of complex buildings, utilities, and medical support systems. medical equipment, and information system implementation.
  3. Ability to apply healthcare engineering related standards, codes, policies, and regulations, inclusive of, state and local codes.
  4. Ability to communicate effective orally and in writing with internal and external customers with tact and diplomacy.
  5. Ability to develop material for clinical or administrative staff that addresses the principles and application of engineering technology and/or theory used in healthcare.
GS-12 Experience or Education. Candidates at this level must meet on of the following:
  • One (1) or more years of specialized experience equivalent to the next lower level; OR
  • Completion of a post-doctoral research fellowship in the field of engineering and must fully meet the KSAs at the next lower level.
In addition to the experience or education above, the candidate must demonstrate the following knowledge, skills, and abilities (KSAs):
  1. Knowledge of mechanical, electrical, structural, civil, and other engineering/architectural principles, practices, and their applications in the healthcare environment.
  2. Knowledge of healthcare industry standards and related regulatory agency and organization (including, but not limited to The Joint Commission (TJC), Occupational Safety and Health Administration (OSHA), National Fire Protection Agency (NFPA), etc.) regulations, requirements, guides, policies, procedures, directives, standards, and general medical program requirements as they relate to healthcare engineering.
  3. Knowledge of construction standards, methods, practices and techniques, materials, and equipment to determine compliance with engineering regulations and standards.
  4. Skill in researching and analyzing information, conditions, human factors, and projections to make sound engineering and business recommendations and decisions to proactively identify problems and develop innovative solutions within the context of applicable rules, regulations, and procedures.
  5. Ability to plan and execute complex, multi-faceted projects and inspections while prioritizing resources against approved scopes of work, contract documents and budgets.
  6. Ability to organize and lead multi-disciplinary task forces with members from different departments and divisions, as well as design and construction firms.
Assignment. At the full performance level, employees work under general supervision, with wide latitude to exercise independent judgment. Drawing upon extended professional and technical experience, employees demonstrate an intimate understanding of complex clinical and construction subject matter. The full performance level of this vacancy is GS-12.
