Summary

This position is part of the WAPA-SNR-Sierra Nevada Region. As a High Voltage Electrician Leader (Foreman II Lineman), you will provide leadership and direction for a crew of 5 to 11 trade and craft entry level trainees and journeyman based on the individual needs of the Region. This crew operates and maintains functions WAPA's high-voltage substations, transmission lines, associated facilities and equipment.

Duties

As a High Voltage Electrician Leader (Foreman II Lineman), you will:

  • Collaborate with the supervisor to develop weekly, monthly, and annual work schedules. Develop regular work plans. Works with the crew to prioritize, coordinate, and complete routine work for optimum safety and operations; minimize adverse impact on landowners, the public, other agencies and customers whose activities or property may be involved; and fair utilization of personnel.
  • Ensure that the crew has clear work assignments and understands what is expected of them. Provide on-the-job training in work methods and practices. Demonstrate proper work methods for crew members. Answer questions from crew members on policies and procedures. Conduct crew meetings.
  • Identify, secure, and/or coordinate material, personnel, and equipment needed for the timely performance of required task.
  • Foster a collaborative environment where crew members contribute their ideas, take initiative, and are accountable for their actions. Ensure workers follow supervisory instructions and complete tasks using established maintenance management practices.
  • Ensure that appropriate reports and records are maintained and submitted to include initiating drawing revisions and upkeep of established maintenance, safety, and environmental records and reports.
  • Erect and repair transmission/distribution power lines. Inspect electric power transmission lines including steel towers and wood.
  • Install and replace poles, cross arms, line hardware, lightning arresters, fiber optic, and auxiliary equipment. String conductor, optical ground wire (OPGW), and fiber optic cable from structure to structure; splice conductor when broken; replace poles; and work on energized lines requiring the use of hotline tools and bare hand techniques. poles from vehicles, on foot, or from aircraft.
  • Assume responsibility for assigned equipment and vehicles, ensuring they are maintained in safe operating condition and that required service and documentation are completed.
  • Provide training and guidance to apprentices and others as assigned.

  • This position requires the ability to operate a government vehicle. The incumbent must be at least 18 years of age, able to obtain and maintain Defensive Drivers certification and have a valid state driver's license. Defensive Driver's Training will be completed upon employment.
  • The incumbent must be able to obtain and maintain a Class A Commercial Driver's License (CDL) to operate vehicles of more than 26,000 pounds GVWR. The CDL must be obtained within 120 days of employment, or longer if outside the control of the employee.
  • The position may require a tanker endorsement to the CDL.
  • The incumbent must wear Personal Protective Equipment (PPE) as required.
  • The incumbent must wear Arc Rated protective clothing when in proximity to exposed energized circuits.
  • This position may be subject to regular and recurring overtime. Overtime may be on short notice to include nights, holidays, and weekends in support of related mission requirements.
  • This position requires a climbing weight not to exceed 310 pounds with all required gear and personal weight without gear not to exceed 280 pounds.
  • The incumbent may be required to obtain and maintain the required DOE/WAPA training/certification as necessary in order to serve as a Government Purchase Card (GPC) holder. If authorized to utilize GPC for transactions exceeding $3500; the incumbent is required to submit a Confidential Financial Disclosure Report (OGE Form 450), upon entering the position and annually.

Qualifications: You must have journeyman-level ability in the duties of a High Voltage Electrician Leader (Foreman II Lineman). You must meet all the qualification and eligibility requirements for the position by the closing date of the announcement.

PHYSICAL EFFORT: Work under conditions of high physical demand related to climbing. Frequently required to lift items weighing over 50 pounds in order to install, inspect, and/or repair transmission lines. Climb and work aloft on structures. Work at ground level and in ground trenches where work requires bending, stooping, climbing, and standing for long periods. Coordination of eyes, hands, legs, and body is needed in installing and repairing equipment in confined spaces and on overhead structures.

WORKING CONDITIONS: Majority of work takes place outside. Incumbent is subject to hazardous materials and extreme weather conditions. Works near high voltage lines and equipment. Work requires climbing transmission structures averaging 65 feet, but up to 500 feet on occasion, and communication towers up to 400 feet. Subject to potential for injury by contact with high voltage lines, broken bones in falls from poles or structures, muscle strains from awkward positions, and cuts and bruises when handling tools and materials. Position may require accredited nationally recognized crane certification for fixed and swing boom certification. If so, training will be provided at government expense. Work may require considerable travel requiring temporary lodging away from duty station. May occasionally perform aerial transmission line patrol and use aerial transportation to access work sites.
