Summary

Advanced histopathology technician are expected to carry out assigned tasks of considerable difficulty independently. The technician has responsibility of performing difficult histological, histochemical and immunohistochemical procedures, as well as developing, modifying, or adapting new staining methods or techniques, improving existing methods as necessary for routine histotechnology procedures. Responsible for troubleshooting issues with instruments and resolving problems.

Duties

Major duties include, but are not limited to:
- Maintains knowledge of and complies with federal regulations associated with the Clinical Lab Improvement Act of 1988.
- Performs a broad range of laboratory procedures including all processing tasks of the histopathology technician occupation involving anatomic pathology, i.e. surgical pathology, autopsy pathology and cytopathology. In addition, performs advanced and complex laboratory procedures; recognizes deviation from expected results; analyzes and corrects problems using scientific principles.
- Evaluates and solves problems related to collection and processing of biological specimens for diagnostic evaluation considering physiologic processes and requirements.
- Maintains and documents the optimal function of laboratory equipment. Uses, identifies malfunctions, repairs, and performs preventative maintenance of laboratory equipment. Diagnoses deviations in test performance due to instrument malfunction.
- Performs and documents quality control, quality assurance activities and corrective actions related to test performance using statistical principles and theories of performance improvement, as applicable.
- Adheres to practices and regulations governing safety in the laboratory.
- Identifies discrepancies, solves problems, and presents solutions.
- Evaluates and implements new techniques and procedures in the laboratory in terms of equipment and method comparison using theoretical knowledge. Interprets findings and makes recommendations.
- Incorporates principles of educational methodology in the instruction and training of new employees and students and in the laboratory's in-service/continuing education program.
- Communicates effectively and courteously while working as a healthcare team member. Provides excellent service as defined by the customer (healthcare providers, patients, and others). Gives direction and guidance using underlying histopathology and cytopathology principles.
- Organizes work and sets priorities to meet deadlines.
- Ensures and maintains accurate patient identification through the chain of custody of the specimen.
- Prepares technically adequate slides of surgical, cytology, and autopsy specimens by processing, embedding tissue, cutting, staining and cover slipping.
- Utilizes specialized techniques for handling cell blocks, frozen sections, bone marrows, autopsies, and fine-needle biopsies
- Examines slides under a microscope to ensure tissue preparation meets laboratory requirements.
- Preparation of slides using immunochemical techniques/procedures for prosection and frozen section specimens.
- Preparation, gross description and dissection of human tissue, surgical specimens including:

  • Assuring appropriate specimen accessioning,
  • Obtaining clinical history, including scans, x-rays, laboratory data, etc.,
  • Describing gross anatomic features, dissecting surgical specimens, and preparing tissues.
  • Obtaining biological specimens such as blood, tissue, and toxicological material for studies such as flow cytometry, image analysis, immunochemistry, etc., and performing special procedures.
  • Photographing all pertinent gross specimens and microscopic slides.
  • Performing duties relating to the administrative maintenance of surgical pathology protocols, reports and data, including the filing of reports, protocols, photographic and microscopic slides; assuring the completion of specimen coding.
  • Performing frozen specimen prosection (if applicable) and preparation.
- Identifies problems in processing and staining procedures and makes necessary adjustments as needed for diagnostic purposes.
- Assists in autopsy procedures and the maintenance of the autopsy suite, as needed.
- Assists in procedures during off-hours to include evenings, nights, callbacks, weekends and /or holidays, as needed.

Work Schedule: Monday - Friday, 7:00am - 3:30pm
Pay: Competitive salary and regular salary increases When setting pay, a higher step rate of the appropriate grade may be determined after consideration of existing pay, higher or unique qualifications, or special needs of the VA (Above Minimum Rate of the Grade).
Paid Time Off:37-50 days of annual paid time offer per year (13-26 days of annual leave, 13 days of sick leave, 11 paid Federal holidays per year). Selected applicants may qualify for credit toward annual leave accrual, based on prior [work experience] or military service experience.

Qualifications

Basic Requirements:
  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • Experience and Education.
    1. Experience. One year of experience in a health care field that demonstrates the applicant's ability to perform the work or provides an understanding of the work such as but not limited to a medical or clinical laboratory assistant (or technician) or health technician. OR,
    2. Education.
      • (a) Four academic years above high school leading to a bachelor's degree with courses related to the occupation such as biological science or chemistry; or
      • (b) Successful completion of two academic years of study above high school that included at least 24 semester hours in Chemistry and/or in appropriate fields of biological science and successful completion of a 12-month program of education and training in histopathology or cytotechnology. OR,
    3. Experience/Education Combination. Equivalent combination of experience and education are qualifying for entry level for which both education and experience are acceptable.
      • Examples are listed below:
        • (a) Six months of experience in the health care field and two years of education above high school that included at least six semester hours in health care related courses such as biological science, surgical technician courses or other courses related to the position; or an associate's degree in a health care related field.
        • (b) Six months of experience in the health care field and successful completion of a course for health care technicians, hospital corpsmen, medical service specialists, or histopathology technicians given by the U.S. Armed Forces.
  • Certification. None
  • Grandfathering Provision. All Histopathology Technicians employed in VHA in this occupation on the effective date of this qualification standard are considered to have met all qualification requirements for the title, series, and grade held.
  • Physical Requirements. See VA Directive and Handbook 5019.
  • English Language Proficiency. Histopathology Technicians must be proficient in spoken and written English in accordance with chapter 2, section D, paragraph 5.a., this part.

May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).

Grade Determinations: In addition to the basic requirements for employment, the following criteria must be met when determining the grade of candidates.
  • Histopathology Technician, GS-7 (Advanced)
    • Experience. One year of experience equivalent to the next lower grade level (GS-6).
    • Assignment. The histopathology technician uses independent judgment to perform the full range of duties including analyzing and evaluating laboratory results. The histopathology technician carries out the day-to-day operations in the laboratory with minimal technical supervision. This includes routine and complex histopathological and cytopathological procedures, quality control and assurance procedures, operation and routine maintenance of instrumentation, troubleshooting, and principles of performance improvement. The incumbent utilizes specialized techniques for handling cell blocks, frozen sections, bone marrows, autopsies, and fine-needle biopsies. The technician prepares technically adequate slides of surgical, cytology, and autopsy specimens by processing, embedding tissue, cutting, staining (including immunohistochemistry), and coverslipping.
    • Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs.
      • 1. Skill in applying professional, complex anatomic pathology principles, practices, concepts, and theories in performing new or difficult specialized testing methods or techniques.
      • 2. Ability to provide technical oversight of laboratory quality control and assurance procedures and principles of performance improvement exhibiting competence in managing reagent and supply inventories and document control systems.
      • 3. Ability to validate methodologies, operate anatomic pathology laboratory equipment and perform complex instrument troubleshooting.
      • 4. Ability to use independent technical judgement to analyze and evaluate laboratory results and resolve problems.
Preferred Experience:
  1. Experience in Microtomy and Embedding Techniques
  2. Knowledge of Staining Procedures
  3. Familiarity with Anatomic Pathology Equipment
  4. Understanding of Quality Control and Assura
  5. Experience in Laboratory Safety Procedures

The full performance level of this vacancy is GS-07.

Physical Requirements: Physical aspects associated with work required of this assignment are typical for the occupation and would generally not require a pre-placement examination.

Ability to perform moderate lifting of 15-44 pounds, straight pulling, pushing, reaching above the shoulder, use of fingers and both hands, walking 4-8 hours, standing 4-8 hours, kneeling, repeated bending, and use of both arms and legs. Has vision for both eyes, depth perception, the ability to distinguish colors and shades of colors, and the ability to read ordinary type without strain. Has adequate hearing (aids permitted), and the emotional stability and mental stability to deal with stressful situations.
