Duties

You will serve as a Housing Management Assistant and be responsible for the accomplishing of broad management functions associated with the execution of the Coast Guard Housing Program in the Juneau, AK area. The selectee is the principle point of contact with public and private agencies for housing management activities and referral services to Coast Guard personnel that are either transferring to or are currently located in the Juneau area. Work is performed under the guidance of the Area Housing Officer (AHO).

Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include:

  • Assisting inbound and local Juneau, AK Coast Guard members locating suitable and adequate housing.
  • Receiving, reviewing, and processing applications for leased housing.
  • Determining eligibility and counseling applicants regarding the availability, type, size, and location of leased housing.
  • Scheduling and coordinating maintenance and repairing with property owners or managers and conducting follow-up inspections to verify discrepancies are promptly corrected.
  • Identifying potential leased housing units for accompanied and unaccompanied personnel and works with rental property managers, landlords, and the AHO in bringing on active leases and ensuring accuracy.
  • Conducting the annual BAH Data Collection for the Juneau, AK area.

Qualifications

To qualify at the GS-7 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-5 grade level in the federal sector. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

Specialized experience must include the following:

  • Managing owned/leased housing program; locating adequate housing;
  • Making recommendations for owned/leased housing allocations;
  • Conducting inspection of housing units to evaluate cleanliness, maintenance, and habitability of the unit; and
  • Conducting surveys to identify housing requirements or deficiencies.

OR

At least one of the following if using education to qualify at this grade level:

Bachelor's degree with Superior Academic Achievement (SAA)

S.A.A. is based on (1) class standing, (2) grade-point average, or (3) honor society membership.

  1. Class standing -- Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses.
  2. Grade-point average (G.P.A.)-- Applicants must have a grade-point average of:
    1. 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or
    2. 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.
  1. Election to membership in a qualifying national scholastic honor society

OR

Completion of one (1) full year of appropriate graduate level education (18 semester hours, 27 quarter hours, or the equivalent) in a field of study directly related to the work of the position to be filled for the required one year of specialized experience.

A combination of education and experience that meets 100% of the qualification requirements for the position.

Recruitment Incentive

Selectee(s) for this position who are newly appointed to a permanent position are authorized to receive a one-time recruitment incentive of 25% of the salary, including locality for this position. Receipt of the bonus will require a 12-month service agreement. "Newly appointed" refers to the first appointment (regardless of tenure) as an employee of the Federal Government, an appointment following a break in service of at least 90 days from a previous appointment as an employee of the Federal Government, or, in certain cases, an appointment following a break in service of less than 90 days from a previous appointment as an employee of the Federal Government.

Relocation Incentive

Selectee(s) for this position who are current federal employees on permanent appointments and will be moving outside of the current commuting area of their current position to accept this position are authorized to receive a one-time relocation incentive of 25% of the salary including locality for this position. Receipt of the bonus will require a 12-month service agreement. The employee must establish a residence in the new geographic area prior to payment.


National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees. Student Loan

Selectee(s) for this position who are newly appointed to a permanent or term position may be eligible for student loan repayment up to $10,000 (pre-tax) for one calendar year. More than one loan may be repaid if the combined repayments do not exceed $10,000. Receipt of this incentive will require a three-year service agreement.
