Duties

As a Human Capital Officer at the NH-0301-4 some of your typical work assignments may include:

  • Ensures that the organization's strategic plan, mission, vision and values are communicated to the human capital team and integrated into the team's strategies, goals, objectives, work plans and work products and services.
  • Prepares reports and maintain records of work accomplishments and administrative information, as required, and coordinates the preparation, presentation and communication of work-related information to the Directorate.
  • Provides oversight, guidance, policy and administrative program direction for a wide variety of program areas including: strategic planning, workforce management, training and development, human resources, employee engagement, awards, executive support, time and attendance operations, operating instructions development and conducting/leading management studies.
  • Oversees the activities of DMEA Professional Development Program with wide latitude of independence, determining the scope and objectives of assignments and resources required, and applying originality, insight, and creativity in the identification and resolution of problems and the development of programs and policies.
  • Develops and staffs policy, instructions, and procedures governing the training program.
  • Develops and implements pilot programs intended to improve performance; responds to Office of the Under Secretary of Defense taskings; answers internal, external and higher headquarters inquiries; or correct a deficiency affecting several organizational units.
  • Makes recommendations to the Directorate regarding key personnel actions involving senior managers and staff personnel.

Qualifications

You may qualify at the NH-4 (GS14/15), if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the NH-3 (GS13) grade level in the Federal service as listed below:
  1. Integrates the organization's strategic plan, mission, vision, and values into all aspects of workforce planning, development, and performance management.
  2. Delegates tasks, provides clear direction and expectations to team members.
  3. Develops, implements, and evaluates innovative programs and policies to address organizational needs in areas such as workforce planning, talent development, performance management, and employee engagement.
  4. Communicates with diverse audiences, including senior management, staff, external stakeholders, and higher headquarters. ,
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
