Qualifications
Superior knowledge of the IC mission, objectives, policies, and authorities.
Substantial experience in applying budget and program management principles and methods to large complex programs in support of the IC mission.
Expert program management, analytic, and critical thinking skills including the ability to conduct program and management assessments, identify needs and requirements, and develop process improvement recommendations for implementation IC-wide HC programs.
Superior ability to analyze and assess resources in collaboration with Contracting Officer Technical Representatives (COTRs) to direct resources and to meet requirements.
Superior ability to establish regular contact with high-level internal and external resources and customers, supplying or seeking information on HC programs and issues; superior use of tact when expressing ideas or opinions to senior leaders, customers, contractors, and other stakeholders.
Expert knowledge of the rules of governance and project lifecycle methodologies; considerable knowledge of Project Management concepts and principles.
Bachelor's degree in fields such as Human Resources, Business Administration, Industrial and Organization Psychology, Training and Development, Workforce Analytics, or other related disciplines. OR degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
Desired Certifications/Licenses: CISSP, IAT Level III, IAM Level III, (CISM, CASP+).
