Summary

This position is located in the Human Capital Office (HCO), Human Capital Consultant Center (HCCC). As a Human Capital Specialist, you will be responsible for directing all aspects of the recruitment, classification, and hiring process, advising and collaborating with managers to hire quality talent to support GAO's mission in accordance with merit system principles.

Duties

This is an entry-level position. You will participate in a two-year Professional Development Program that includes a combination of on-the-job and classroom training, and exposure to diverse projects within your assigned team.

As a Human Capital Specialist, PT-0201-I your typical work assignments may include the following:

- Serves as a HR Specialist over human capital principles and laws to provide guidance to management and employees related to recruitment, staffing, classification, and salary compensation.

- Conduct research utilizing policies, regulations and laws to gather information and apply standardized analytical methods and techniques to accurately present information, suggestions, and recommendation on human resources issues.

- Conduct job analysis to determine skills, abilities, experience, and training needed for effective work performance in desired positions. Prepare crediting plans, and vacancy announcement to recruit and fill various positions within the organization. Rates and ranks applicants and prepare referral lists for appropriate issuance to managers and/or selection officials.

- Assist with planning and conducting classification reviews by reviewing draft position descriptions and determining the appropriate title, series and grade level interpreting position classification and management principles, practices, and criteria to classify positions in various occupational series.

- Assist in the reviews of new or proposed human resources policies, procedures and guidelines for impact on organizational practices. Provides input concerning Identifies problems and conflicts with current or acceptable policies and practices.

- Utilize an automated staffing and classification system to execute recruitment, staffing, and classification assignments, including completing audits, retrieving reports and other HR data.

- Collaborates with other human capital staff to develop and implement communication strategies to build teamwork, support matrix management principles, and reinforce the agency's shared vision and core values.

- Assists with the processing of personnel actions. Conducts quality reviews of "Requests for Personnel Action (RPA)" (SF-52) to ensure the accuracy of nature of action codes (NOAC), legal authority, service computation dates, competitive status, remarks and other required data elements comply with GAO and Office of Personnel Management (OPM) regulations and procedural requirements.

- Review and release routine non-complex actions ensuring the correct NOAC, authority, remarks and other critical elements are entered and ensuring supporting documentation, when necessary, are provided.

- Utilizes a variety of HR information systems in order to generate and maintain reports related to Staffing, Recruitment, Classification and other HCCC. In addition, incumbent will apply various software applications to extract data from various sources and formulate information into a comprehensive format for utilization in revising procedures within HCCC to further success in fulfilling HCCC milestones and objectives.

- Supports and assists with all aspects of the pre-employment process such as developing and initiating tentative and final job offers, initiating backgrounding investigations, assisting with new employee orientation, and other special projects.

Qualifications

You must have 1 year (52 weeks) of specialized experience equivalent to the next lower band or level equivalent to the GS-5 in the Federal Service, or comparable private/public sector experience which has equipped you with the skills and knowledge to successfully perform the duties of the position. Specialized experience for this position is defined as:

(1) assisting with creating vacancy announcements in USA Staffing, and (2) creating and managing new hires in USA Staffing (which include creating offer letters, sending applications to security, and responding to inquiries regarding recruitment and staffing issues), and assisting with reviewing applications packages for qualifications analysis

OR

Have a bachelor's degree with superior Academic Achievement. S.A.A. is based on (1) class standing in the upper one-third of graduating class, or (2) a grade-point average of 3.0 or higher out of a possible 4.0, or 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum or (3) national honor society membership. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.

OR

Have completed 1 full academic year of graduate level education that has equipped you to perform the duties of the position. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.

OR

Have a combination of successfully completed graduate level education and experience that which meets the total qualification requirement for the GS-07 level.
