Summary

This position is assigned to the Non-Appropriated Fund (NAF) Fitness, Sports, and Deployed Support Program Branch; Fleet Readiness; Commander, Navy Installations Command (CNIC); Commander, Navy Region Southwest; San Diego, CA. Incumbent serves as a Human Performance Specialist and provides program support in the optimization of physical readiness onboard the installation.

Duties

In order to qualify for this position, resumes must provide sufficient experience and/or education, knowledge, skills, and ability to perform the duties of the position. Duties include but are not limited to:

  • Implements physical training and performance protocols for active-duty service members onboard the installation.
  • Delivers the Command Fitness Leader (CFL) course and physical readiness-related general military training.
  • Provides personal and group training (e.g., Fitness Enhancement Program) to Active Duty as outlined in the Navy's Physical Readiness Program instruction.
  • Designs, administers, and evaluates the effectiveness of physical training protocols and periodized physical training programs for assigned military personnel, All-Navy Sports athletes, and commands.
  • Coordinates and delivers exercise programs with other physical readiness staff to ensure a safe and expeditious return to duty of Sailors recovering from injury or failing to maintain the Navy physical readiness standards (i.e., body composition assessment, physical readiness test).
  • Provides instruction, guidance, recommendations, and education to Navy personnel and commands on physical conditioning, injury prevention, and other human performance initiatives.
  • Conducts testing and assessments which includes but is not limited to, the Navy physical fitness assessment, body composition, flexibility, agility, aerobic endurance, and muscular endurance.
  • Collects metrics and data to include testing and assessments results; records within template or in service member's official record in Physical Readiness Information Management System Two (PRIMS-2).
  • Maintains collaborative relationships with military medical staff to refer Active Duty, under their direct purview with an apparent new or undiagnosed medical condition to a medical provider for evaluation and treatment.
  • Assists the Human Performance (HP) Director in developing facility standard operating procedures and exercise protocols, including the safe use of strength and conditioning equipment; implements the same.
  • Participates in periodic meetings to review and evaluate physical training programs and identifies opportunities for improvement.
  • Stays abreast on human performance trends.
  • Monitors, organizes and validates equipment condition and inventory of the HP operation. Ensures equipment is in safe working condition; executes protocol for repair/replace when necessary.
  • Provides input at meetings with other physical readiness and command resiliency team program staff members.
  • Monitors facility personnel and patrons to ensure safe and effective utilization of the facility and equipment, providing the necessary level of assistance to prevent injury and optimize physical readiness.
  • Provides input for short and long-term fiscal plans.

Qualifications

A qualified candidate must possess all of the following:
  • A bachelor's degree or higher with a major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position (e.g., Exercise Science, Kinesiology, Physical or Occupational Therapy, Health Education, Physician Assistant, Dietitian, etc.)
  • At least 3 years of specialized experience applying a wide range of concepts, principles, and practices of health, wellness, and/or performance to improve or optimize human performance.
  • A current professional certification from a National Commission for Certifying Agencies (NCCA) accredited health/fitness organization or Distance Education Accrediting Commission (DEAC).
A qualified candidate also possesses the following:
  • Knowledge of theories, concepts, principles, and their relationships underlying the practices of human performance optimization to improve the efficiency and quality of work performed or to protect the qualify of life.
  • Knowledge of the safe use and operation of fitness equipment, facility operations, and basic fitness equipment maintenance/repair.
  • Knowledge that enables the employee to competently and independently carry out the physical readiness programs through the proper application of principles, concepts and techniques of human performance to specific needs of the community to be served.
  • Knowledge of neuromuscular and physiological responses to exercise sufficient to design and monitor human performance programs.
  • Skill in and ability to provide fitness training and programming to individuals and groups of various sizes and skill levels.
  • Skill in the use of Microsoft Office Programs (e.g., Word, Excel, Power Point, Outlook, Access).
  • Skill in the use of database programs (e.g. PRIMS-2).
  • Ability to create, explore, evaluate, design, and deliver human performance solutions and validate their predicted performance to resolve problems, conditions, and issues related to military readiness, resiliency, and retention.
  • Ability to apply a range and depth of knowledge acquired specifically through an intensive learning regimen of the phenomena, theories, and concepts of a scientific body of medical knowledge.
  • Ability to assess, resolve, and predict the relationship and interactions of human performance data and findings under varying conditions.
  • Ability to stay abreast of current literature in order to assess and evaluate human performance assessment outcomes in the military community.
  • Ability to carry out physical readiness programs competently and independently through the proper application of principles, concepts, and techniques of human performance to satisfy specific needs of the community to be served.
  • Ability to conduct accurate and valid fitness assessment/testing, design, and deliver recommended fitness program, based on individual goals and assessment results.
  • Ability to prepare clear, concise, and technically sound reports related to work within the Branch.
  • Ability to develop and effectively deliver presentations and/or training.
  • Ability to communicate effectively both orally and in writing.

Education

As a minimum education requirement for this series, a qualified candidate must possess the following:

  • A bachelor's degree or higher with a major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position (e.g., Exercise Science, Kinesiology, Physical or Occupational Therapy, Health Education, Physician Assistant, Dietitian, etc.)? This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.
