This position is located with the BLM Fire & Aviation Directorate, Branch of Human Resources located at the National Interagency Fire Center (NIFC), in Boise, Idaho. Information about the surrounding area can be found at https://www.boisechamber.org/

Duties

  • Responsible for the full range of processing personnel actions in the Federal Personnel and Payroll System (FPPS).
  • Determines appropriate nature of action and regulatory authority to be used on personnel actions.
  • Provide technical support in recruitment and placement activities for commonly occurring actions.
  • Provide technical support for one or more other HR programs or areas (i.e., ethics, leave donation program, labor/employee relations, awards, time and attendance, etc.).
  • Maintain electronic personnel files for new hires.
  • Process new hire paperwork.
  • Serve as the point of contact for new hires and prepares onboarding information and required paperwork.
  • Respond to general inquiries (walk-ins or over the phone) regarding application processes and procedures.
  • Resolve basic pay related questions and problems, such as salaries, adjustments in pay, and payroll deductions and payroll edits.
  • Research and resolve a wide variety of conventional HR program problems and/or issues.

Qualifications

Specialized Experience:

For GS-05: You must possess one (1) full year of specialized experience at or equivalent to the GS-04 level that is equivalent in difficulty and complexity as indicated by the following examples: apply standard rules and regulations, procedures and operations to provide administrative support using automated office systems to manage data; review documents for accuracy and completeness, construct and manage files and data logs, to include personnel files; answer customer inquiries.

Education: 4 years of education above high school in any field for which high school graduation or the equivalent is the prerequisite. One year of full-time study is defined as 30 semester hours, 45 quarter hours or the equivalent or 20 hours of classroom instruction per week for 36 weeks in business, secretarial or technical school.

Combination of Education and Experience: You may meet qualifications requirement for this position with an equivalent combination of specialized experience and appropriate undergraduate education.

For GS-07: You must possess one (1) full year of specialized experience at or equivalent to the GS-06 level that is equivalent in difficulty and complexity as indicated by the following examples: apply standard rules and regulations, procedures and operations to provide human resources support, using automated office systems to manage data including but not limited to receiving and retrieving data; review documents for accuracy and completeness; construct and manage files and data logs, to include personnel files; answer customer/applicant inquiries; determine legal authorities and nature of action codes for accuracy, errors, missing information and discrepancies; receive, initiate and process personnel actions (such as new hires, benefits changes, reassignments, within grade increases, terminations, promotions, etc.) in an automated personnel payroll system; upload and verify the accuracy of documents in e-OPF; compute creditable service.

Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level.

If selected at the lower grade, subsequent promotion to the next grade level will be processed without further competition dependent upon administrative approval and the continuing need for an actual assignment and performance of higher-level duties.

Education

Proof of Education:
All applicants who are using education or a combination of education and experience to qualify must submit copies of official or unofficial transcripts which include grades, credit hours earned, major(s), grade point average or class ranking, institution name, and student name.

Pass/Fail Courses:

Graduate Education:
One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

Public Land Corps (PLC) Hiring Authority PLC eligibility requirements:
  • Served as a qualified youth on an appropriate conservation project completing a minimum of 640 hours of satisfactory service that included at least 120 hours through the PLC and received a certificate of non-competitive eligibility.
  • Completed most recent Corps service, for which a certificate of non-competitive eligibility was issued, within the last 2 years. Appointment must be effected within the 2 year period.

Permanent Change in Station (PCS):
Travel and relocation expenses will be paid consistent with the Federal Travel Regulation, Chapter 302, and Departmental policy. SF-50 Notification of Personnel Action form:
If you are a current or former Federal employee. You must submit your most recent non-award SF-50 that shows tenure code 1 or 2 in block 24, and position occupied code 1 (competitive service) in block 34. The SF-50 must show the position title, series, grade, and step of your position. If you are claiming reinstatement eligibility, you must submit an SF-50 showing your separation. If you have previously held a higher grade than the grade/position you currently occupy, you must submit a copy of the more recent non-award SF-50 you received for that position.

Transcripts:

Land Management Workforce Flexibility Act (LMWFA):
