Summary

About the position: This position is located at the NAF Human Resources Office, part of the 52 Force Support Squadron and will be responsible for recruitment and placement services within all NAF Facilities on Spangdahlem AB, Germany.

This position is Regular Full Time, which qualifies for Post Allowance, Annual & Sick Leave accrual, 401(k), Health & Dental Insurance, Life Insurance and more.

Duties

Human Resources Assistant - NF-02
The primary purpose of this position is to provide recruitment and placement services to NAF activities by procedurally processing a full range of personnel actions.

Duties include but are not limited to:

  • Utilizes automated recruitment tool by building and editing user accounts.
  • Generates vacancies for job announcements, enters position and organizational data to vacancy.
  • Creates announcements, verifies applicant eligibilities, produces applicant lists for selecting official.
  • Conducts in-processing briefing.
  • Verifies signatures on position descriptions (PD), enters PD's into automated library, uploads supporting documents into the case file, locates PD's in the library.
  • Enters personnel data into an automated data system.
  • Completes applicant and position builds and verifies accurate documentation for personnel actions.
  • Processes a variety of personnel requests and actions, generates reports, and identifies and corrects discrepancies in personnel data.
  • Provides an overview of employee benefits and personnel matters to include; insurance, retirement, 401(k), workers compensation, and awards.
  • Performs front desk responsibilities to include; customer service assistance to customers, copies, scans documents, uploads documents.
  • Operates a computer remote terminal and word processing equipment.
  • Creates and maintains Official Personnel Folders, position control registers, office files, group insurance files, etc.
  • Prepares and submits payroll transmittals.
  • Performs other related duties as assigned.

Human Resources Assistant - NF-03
The primary purpose of this position is to provide HR advisory services and support to serviced management and employees.
  • Receives and reviews personnel action requests and supporting documents for validity and completion.
  • Conducts strategic recruitment discussions to advise on recruitment strategies. Advises on permanent and/or temporary placement actions.
  • Explains hiring preferences and priority considerations in the recruitment process to management and/or applicant.
  • Formulates position qualifications for job announcement postings. Creates and releases job opportunity announcements. Generates applicant lists for the issuing of hiring certificate(s). Verifies applicant eligibilities; and makes qualification determinations of applicants. Issues certificate of qualified applicants to selecting official for consideration. Audits returned certificate to validate selection(s) are compliant to statutory laws and policies.
  • Extends job offers and initiates pre-employment process. Completes assigned and applicable onboarding tasks/responsibilities. Coordinates entrance on duty date once pre-employment requirements are favorably met.
  • Prepares for and conducts in-processing briefing. Completes new hire record by ensuring all tasks are complete to include in-processing and all new hire documents are uploaded to the recruitment casefile. Ensures personnel documents are placed into the official personnel file.
  • Conducts orientation for new employees providing information on insurance, retirement, and 401k savings benefits; workers' compensation; and unemployment compensation. Tracks employee benefits eligibility window. Explains life qualifying events in accordance with HIPAA special enrollment rights and open enrollment.
  • Maintains and locates position descriptions. Reviews and verifies organizational structures provided by management. Enters position descriptions into an automated library; and uploads supporting documents into its casefile. Completes cursory reviews of previously classified position descriptions.
  • Enters personnel data into the automated NAF personnel data system. Completes applicant and position builds. Codes personnel actions in accordance with applicable policies and procedures. Processes full range of personnel actions in accordance with applicable rules and procedures. Generates personnel information reports. Identifies and corrects discrepancies in personnel data.
  • Answers inquiries concerning status of pending actions. Maintains official employee personnel records and files. Forwards timely and accurate copies of records for administrative and pay purposes to other offices as required. May be responsible for entering and updating investigations in CSO IT, creating monthly reports, processing and tracking status of installation records checks, state criminal history repository checks, and national agency checks. Establishes new record series as required and disposes of records according to records management directives. May research and download forms and publications and post updates to directives. Creates and edits user accounts in automated recruitment tool. Performs quality assurance audits utilizing BI and AFSFMS.

  • Experience interpreting and applying NAF HR rules, regulations, and procedures in accomplishment of clerical/administrative work
  • Utilizing recruitment tools in hiring personnel (i.e., generating job postings, job fairs, or equivalent)
  • Advising on routine recruitment strategies; troubleshooting and resolving personnel system and software issues.
  • Experience in processing a variety of personnel actions. Experience in utilizing office automation software (MS Windows, MS Office, including PowerPoint, Word, Access, and Excel).
  • Experience performing clerical work and providing customer service to internal and external customers.

Education

Some federal jobs allow you to substitute your education for the required experience in order to qualify. You may substitute education for experience at the NF-2 grade level you must have 2 years (60 semester hours) in a personnel program or any program with a total of 24 hours in personnel classes.
